Job Purpose

  • This position is responsible for overseeing the development and implementation of human
    resource and administration policies, systems and strategies to enable the office attract,
    motivate and retain a talented workforce.

    Key Responsibilities/ Duties / Tasks

    Managerial / Supervisory Responsibilities

  • Oversees the development and implementation of human resources plans and budgets

  • Oversees the development and implementation of human resources management strategy, policies, systems and procedures

  • Monitors the implementation Human Resource component of the strategic plan

  • Manages OCOB fleet in accordance with Government transport regulations

  • Advises management on appropriate organizational design to support the implementation of the OCOB’s strategic plan

  • Oversees compliance of OCOB with National Values and Principles of Public Service and coordinates preparation of reports to the Public Service Commission

  • Coordinates development and implementation of performance management system and processes to improve employee productivity

  • Advises management on best practices for human resource management and labor relations

  • Oversees OCOB’s staff training and development

  • Coordinates the development and implementation of the business continuity plan for
    the department

  • Manages the OCOB payroll including preparation of personnel emoluments budget

  • Develops an appropriate career and succession management plan

  • Coordinates the recruitment and selection process

  • Monitors compliance with Part IV of the Public officer Ethics Act, 2016

  • Oversees development and implementation of the OCOB Occupational Health and Safety

  • Manages staff medical insurance

  • Coordinates HR Audits and prepare reports

    Operational Responsibilities / Tasks

  • Coordinates resolution of employee grievances, disciplinary cases and employee counselling

  • Develops organization skills inventory

  • Coordinates staff welfare programs for the organization

  • Facilitates the recruitment and selection of competent and qualified staff in line with the human resource strategy

  • Coordinates staff training and skills development within the organization to minimize competency gaps

  • Mentors and coaches staff in the department

  • Monitors and tracks OCOB personnel emoluments (PE) expenditures and prepares reports to management

  • Develops and implements transport management policies and procedures in accordance with Government transport regulations

  • Maintains, stores and ensures security
    of personnel records

  • Conduct job analysis

    Responsibility for Physical Assets

  • Responsible for the personal assets assigned by the office as per office’s asset register

    Job Competencies (Knowledge, Experience and Attributes / Skills)

    Academic qualifications

  • Master’s degree in Human Resource Management, Business Administration, Social Sciences or their equivalent from recognized universities.

  • Bachelor’s degree in Human Resource Management, Business Administration, Social Sciences or their equivalent from recognized universities.

    Professional Qualifications / Membership to professional bodies

  • Higher Diploma in Human Resource Management or Certified HR Practitioner (CHRP).

  • Membership to Institute of Human Research Management (IHRM).

  • Previous relevant work experience required.

  • Six (6) years of relevant work experience in a management position from a reputable
    organization.

    Functional Skills, Behavioural Competencies /Attributes:

  • Good understanding of national development policies, goals and objectives.

  • Knowledge and experience of the Country’s Public Sector Financial Management framework.

  • Good leadership skills.

  • Proficiency in computer applications.

  • Knowledge of the budget process.

  • Knowledge of the Controller of Budget Act 2016.

  • Knowledge of Public Finance Management Act 2012 and Regulations, 2015.

  • Knowledge of the Constitution of Kenya 2010.

  • Human Resource management skills

  • Ability to work under pressure.

  • Conciliation, Mediation and Negotiation skills.

  • Team building skills.

  • Problem solving skills/techniques.

  • Report writing and presentation skills.

  • Meet the requirements of Chapter Six of the Constitution of Kenya.
