Job Purpose

  • This role is responsible for the implementation of a framework for monitoring,
    evaluation, and reporting as per the COB Act.

    Key Responsibilities/ Duties / Tasks

    Operational Responsibilities / Tasks

  • Reviews budget planning documents including Budget Policy Statement, Budget Estimates, County Fiscal Strategy Papers and make recommendations

  • Assists in the development and implementation of the framework for monitoring and evaluation as per the COB Act, 2016

  • Develops project specific monitoring and indicator tracking tools in consultation with ICT department

  • Carries out monitoring and evaluation activities and prepares reports

  • Maintains a project database for monitoring and evaluation activities

  • Prepares concept papers to undertake monitoring and evaluation

  • Prepares monitoring and evaluation reports

  • Partners and collaborates with key institutions to undertake monitoring activities

  • Implements the monitoring and evaluation plan for the office of the Controller of Budget

  • Prepares departmental work plans and budgets for the monitoring and evaluation

  • Implements the risk management framework

  • Responsible for the assets assigned by the office of the Controller of Budget as per office’s asset register.

    Job Competencies (Knowledge, Experience and Attributes / Skills)

    Academic qualifications

  • Bachelor’s Degree in Economics, Statistics, Business Administration, Finance or its equivalent from a recognized university.

  • Professional Qualifications / Membership to professional bodies.

    Previous relevant work experience required

  • Two (2) years of relevant work experience from a reputable organization.

    Functional Skills, Behavioural Competencies /Attributes:

  • Knowledge of national development policies, goals and objectives.

  • Proficiency in Monitoring and Evaluation computer applications.

  • Knowledge of the Controller of Budget Act 2016.

  • Knowledge of Public Finance Management Act 2012 and Regulations, 2015.

  • Knowledge of the Constitution of Kenya 2010.

  • Meet the requirements of Chapter Six of the Constitution of Kenya 2010.
