Overarching purpose The objective of this piece of work is: To elaborate and solidify NRC South Sudan position & thinking with regards urban programming. In doing so, NRC South Sudan will develop a multi- year urban programme strategy document, urban case studies and concept notes for use in proposal development, donor engagement and organizational promotion and policy/advocacy work.
The overall objective of NRC’s urban programming will be to enable displaced people’s protection, well-being, self-reliance and integration in urban areas. NRC wants its urban programming to be effective in addressing the needs of displacement affected communities when it considers life-saving humanitarian response and resilience-building simultaneously, throughout the entire period of forced displacement rather than as sequential phases.
Expected outcomes include (and could evolve during the project):
Heightened understanding of what urban programming in South Sudan should look like for NRC South Sudan CO staff. This would include gender, marginalization, youth, environmental protection, economic inclusion and disability considerations, and would be based on Head Office (HO) guidance and consider recent analysis undertaken by the region “Economic Inclusion and Urban Programming”, recent Youth programming workshops. Alignment with the Hilton Foundation funded Economic Inclusion learning project (August 2020 – July 2021) will be sought to ensure internal coherence.
NRC South Sudan have an urban strategy that includes key considerations (see listed above) from 2021 onwards. This strategy would be aligned with existing HO and EA&Y RO thinking.
NRC South Sudan is better placed to contribute to shaping HO and EA&Y RO thinking regarding urban programming and can share documented case studies to support their position.
NRC South Sudan are well positioned for fundraising and donor awareness raising with “submission-ready” concept notes and case studies to share with likely donors.
NRC South Sudan have prepared case studies and information that can be used as an evidence base for policy influencing and advocacy work.
NRC South Sudan accomplishes key steps in its fundraising and programme design strategy.
Deliverables and reporting deadlines
Expected outputs include:
A report detailing the discussions held and current status of urban programming in NRC South Sudan, including:
Case studies on NRC South Sudan urban work for internal and external organizational promotion and awareness raising.
An urban programming strategy document developed
(max 20 pages)
Submission-ready concept notes (at least 2) related to urban programming.
Action plan of next steps for NRC South Sudan to rollout and implement the Urban Strategy Document. This includes recommendations for additional areas of urban research (for example Housing Land and Property, access to legal documentation, food security and urban agriculture),
Identification of potential donors and partners
A series of remote workshops at NRC Country Office and Area Office level to raise awareness of this initiative, gather and share information and learning and finally to disseminate recommendations, strategies, concept notes and other outputs. Workshops may include participants from CO and RO.
NRC seeks expressions of interest from people with the following skills/qualifications:
Extensive knowledge of livelihoods, economic inclusion, urban programming, protection and resilience issues, including donor priorities, in the East and Horn of Africa, ideally in South Sudan.
Strong understanding of humanitarian principles, standards, codes of conduct
Knowledge of refugee and IDP related policies, frameworks and guidelines for humanitarian actors.
Computer literate and good working knowledge of remote meeting tools and approaches.
Strong remote/ virtual group facilitation and interview skills
Ability to relate to people from all levels and walks of life
Willing to travel and work in remote, difficult and at times insecure areas
Very high standard of spoken and written English
Minimum 7 years’ experience conducting and writing up operational research, organizational reviews or evaluations
Experienced in developing communication outputs such as case studies, articles and dossiers.
Experience managing livelihoods / resilience programmes in East & Horn of Africa, including humanitarian response preferred
Experience in strategy development and giving strategic direction to programmes or country operations preferred.
