The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.


Responsibilities


  • Support and contribute to the development, review, revision and adaptation of the NRC M&E system, M&E SOPs, other guiding frameworks and tools ensuring they are in line with NRC M&E approaches, standards and procedures.
  • Participate in programme design and proposal discussions, including theory of change development, log frame design and budgeting for M&E.
  • Support programme staff in identifying, planning for and executing M&E activities, including developing costed M&E proposals, designing data collection tools, data collection using digital gathering systems and tools, data management, analysis and use.
  • Support the implementation, dissemination and use of evaluations, assessments and routine monitoring findings in programme development, adjustment or review.
  • Contribute to organisational learning through sharing targeted data analysis reports, best practice and lessons learned
  • Provide technical and surge support for quantitative and qualitative analysis for assessments, donor reports, and other processes.
  • Contribute to the design of M&E staffing structure and resourcing, including liaising with programme staff to identify and plan for M&E needs.
  • Support capacity building of programme and M&E staff on M&E technical and conceptual areas.
  • Supervise and provide technical support to M&E staff in executing M&E plans remotely and also through regular field
    visits.
  • Compile periodic qualitative and quantitative output reports from programme staff.
  • Support identification, contracting and training data gathers for specific data collection activities


    Requirements


  • At least 4 years’ experience in an international NGO preferably in an emergency or post-conflict setting, including M&E capacity and systems development.
  • Thorough experience with and knowledge of principles and current approaches to monitoring and evaluation in relief and development programmes, using both quantitative and qualitative methods.
  • Understanding of data and information needs for programme management and decision-making.
  • Experience in facilitating capacity-building efforts for diverse colleagues, including local partner agencies.
  • Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods.
  • High-level English language proficiency (speaking, reading, writing).
  • Analytic and computer skills, including MS Office (Word, Excel, Outlook, PowerPoint, Access).
  • Experience using STATA, SPSS, Epi Info, or R.
  • Demonstrated knowledge and experience in ODK web-based systems for digital data collection and management.
