NBI Consultancy for developing NBI Project implementation Manual Jobs in Uganda
Nile Basin Initiative Secretariat is seeking services of a competent individual consultant to support preparation of project implementation manual (PIM) for the Cooperation for Climate Resilience (NCCR) Project , a document which provides the detailed operational plan and procedures for smooth implementation of the project.
The PIM will provide the organizational basics that include project structure and implementation arrangements, regulations, rules and procerus, field representation, privileges and immunities. The PIM will also elaborate the project administration including the management structure, office rules and administrative systems including office travel. The PIM will also elaborate on the project authority levels including procedures for delegation and accountability. The procurement in general and associated processes of planning, requisition, types in specific terms will be elaborated. Other details will cover project asset management, finance management, personnel, security, and ICT. All the above will be prepared in the context of the existing NBI institutional setting.
Scope of work
Peruse through the NCCR Project documents to gain understanding of the project and its setup.
Provide feedback on sequence and coordination of related activities across the five centers
Consult with the project team in the five implementation centres (Nile-SEC, ENTRO, NELSAP-CU, Lake Victoria Basin Commission and the Nile Basin Discourse) of the project
Prepare project implementation manual
Prepare outline/frame of the PIM
Prepare the first draft of the PIM for
review by Nile-SEC
Finalize the draft after receiving inputs/comments from Nile-SEC
Qualifications and experience of the consultant
The Consultant minimum qualifications and experience are;
A relevant advanced degree in the fields of Project Planning and Management or development studies or engineering or related fields
Experience after attainment of relevant advanced degree of Either not less than 10 years in related fields or having prepared at least 2 Project Implementation Manuals for World Bank funded projects.
Experience in transboundary WRMD, climate change, etc. is an added advantage
Knowledge of NBI cooperative arrangements is also an added advantage
Ability to communicate in English and/or French.
