  • The Health Program Support Officer contributes to the calling of Medical Teams International by providing program support for the health programming in Tigray, Ethiopia. Areas of involvement are program-focused with program-related administration and operations.

  • Key areas may include MEAL & data management, attending coordination meetings, finance/HR support for program operations, safety & security support, proposal development support, policy compliance support, and health facility support.

  • A detail-oriented person, who’s comfortable taking initiative, and desires to learn more about humanitarian response will thrive in this role and have the opportunity to be a part of Medical Teams reaching its aspirational goals of tripling the number of displaced people served and tripling the capacity to respond to sudden-onset disasters.

    Essential Duties:

    Program Support:

  • Collaborate closely with Field Co and Med Co to support the planning, implementation, and monitoring of assigned programs.

  • Support the Med Co. to ensure monitoring, evaluation, and learning occurs with regard to planned and implemented programs and conduct site visits as needed for monitoring and to support reporting.

  • Participate in and manage specific tasks related to planning including budget information, team planning, cross-departmental coordination and deployment calendars.

  • Represent MTI in coordination and/or cluster meetings when needed.

  • Support the development of new concept notes and proposals, working closely with the Med Co, Field Co., Team Lead and HQ technical point.

  • Provide operational and administrative support for HRT HQ and field offices – including logistics, finance, local hiring, contract routing, fundraising, programs, and country registration according to the Field Operations Manual (FOM).

  • Provide support on field payments (e.g., trainers, service providers, consultants etc.) according to Finance procedures.

    Human Resources Collaboration:

  • Liaise with the Human Resources Team to provide additional support to medical and non-medical personnel, including the preparation of culturally relevant team briefing documents, security briefs and orientation handouts for when new team members arrive in Tigray.

  • Collaborate, consult, and communicate effectively with all stakeholders throughout the recruitment lifecycle of staff through supporting Human Resources to maximize their productivity.

  • Collaborate with the Human Resources Team to ensure that staff are selected, trained, oriented, provided psycho-social support, and debriefed according to MTI’s strategic plan and standards while on deployment.

  • Prepare reports on teams and activities as requested.

  • Demonstrate and encourage others to demonstrate MTI’s core values: Courageous, Tenacious, Accountable, Selfless, and Not Alone.

  • Support Medical Team’s values of accountability, 360-degree feedback, safeguarding and transparency.

  • Participate in staff selection processes, such as recruitment and onboarding, as requested by Field Co. and Med Co.

  • Support standards of best practice in international humanitarian operations.

  • Create a culture of shared learning and professional development within the team

    Partnerships:

  • Assist the country office leadership, Field Co. and Med Co. in developing partnership relationships and creating MOUs and budgets with partners in assigned programs.

  • In collaboration with the Team Leader/Field Co./Med Co., identify support required by partners or joint responses, e.g., sharing of tools and best practices, capacity building, and ensuring current memorandums of understandings (MOUs) and proposals are in place.

  • Support in the process to provide new grants for partners or joint responses by supporting the development of project proposals, MOUs, payments and reports for monitoring process.

  • Help solve problems pertaining to partnerships and joint responses. Keep relevant managers informed.

    Communication and Networking:

  • Represent MTI to external bodies and humanitarian and development actors including UN agencies and NGOs, faith-based and partner organizations, media,
    donors, potential new partners, appropriate government officials, and other relevant parties in assigned countries and the wider region.

  • Provide excellent customer service in all contact with volunteers, colleagues, partners, field offices, and the general public.

    Logistics:

  • Support coordination with MTI’s logistics staff to help plan, mobilize, transport, and distribute medical support to response programs and partners.

  • Assist logistics staff in medical inventory tracking, supply chain management and delivery, as well as daily stocking of supplies needed for MHNTs.

    Finance:

  • Assist with the compliance and effective stewardship of all financial resources as per MTI procurement policies and donor requirements.

  • Support HRT virtual members on follow-up of expense reports or other cash matters.

    MEAL:

  • Support the MEAL staff with data collection, interpretation, and report writing.

  • Liaise with HQ regarding challenges and problems that arise with MEAL tracking.

  • Provide gap support for data entry to ensure timely reports.

    Safety and Security:

  • Support national access officer in reports and analysis as requested by the Field Co.

  • Assist with the filing and logging of incident reports.

  • Provide administrative support for security trainings.

    Compliance and Technical Quality:

  • Support Shire office to be compliant with host-government laws and policies, international humanitarian standards and best practices, and with Medical Teams International’s internal policies and procedures.

  • Support safeguarding of program participants and employees through promoting an environment of awareness and upholding the code of conduct provisions of Medical Teams Protection from Sexual Exploitation & Abuse, Child & Vulnerable Adult protection, and harassment-free workplace policies.

  • Coordinate closely with technical experts on issues of technical quality, where appropriate.

    Other Duties:

    Education, Licenses, & Certifications:

    Required:

  • Bachelor’s degree in a field related to international relief and development work.

  • Valid Passport.

  • Valid Driver License.

    Preferred:

  • Master’s degree in a field related to international relief and development work.

    Experience:

    Required:

  • Minimum 2 years’ work experience coordinating projects or complex tasks with various departments.

  • Experience living and communicating cross-culturally in a relief/development setting.

    Preferred:

  • Minimum 1 year of employment experience with a non-governmental organization (NGO) or international NGO.

  • Experience in an international emergency response.

  • Experience in a conflict setting.

  • Flexible; team player with the ability to work collaboratively with others.

  • A basic understanding of project cycle management.

  • A basic understanding of health and health systems.

  • A basic understanding of humanitarian principles and humanitarian architecture.

  • Good communication skills including written and oral; ability to successfully communicate cross-culturally with international partners and diverse constituencies.

  • Excellent English-language skills.

  • Ability to work flexible schedule.

  • Ability and willingness to travel in/out of Tigray, Ethiopia which is a conflict setting with limited access.

  • Highly skilled with office software – particularly Excel but also including Microsoft Word, Teams, Outlook, and PowerPoint.

  • Ability to remain calm under pressure and to prioritize tasks in rapidly changing contexts.

  • Creative problem solver.
