  • The Deputy Country Director (DCD) will be an individual who is ready, skilled, focused and faithful.

  • He/she will embrace Medical Teams’ Calling.

  • This role has overall responsibility for continuous quality improvement at a strategic, operational and tactical level to enhance program effectiveness.

  • The DCD will liaise with Medical Teams headquarters Logistics Director, Global Programs Director, Finance Director and HR Director to develop and implement country office operational objectives.

  • The DCD will provide senior leadership and oversight to Uganda country office operations departments.

    Operational Effectiveness and Support Systems Leadership (60%):

  • Provides leadership, management and supervision to Kampala Finance, Human Resources/Administration, Procurement, and Logistics departments.

  • Improves operational effectiveness by identifying, creating and/or optimizing existing systems and processes in finance, HR/administration, procurement and logistics.

  • Develops training plans to enhance operations effectiveness, e.g. procurement, inventory, fleet management, ERP, HR training.

  • Promotes accurate and timely ERP utilization through relevant change management initiatives.

  • Supervises and/Supports comprehensive, accurate, and strategic implementation of ERP system in Finance, Logs, Proc, and HR/Admin departments.”

  • Builds capacity across all departments through coordination with Programs team in budgeting and budget monitoring processes and systems.

  • Supports HR/Administration to strengthen and improve employee engagement, talent acquisition and development, and leadership development.

  • Works closely with Risk and Compliance staff in Uganda and HQ to ensure Uganda Country Office is compliant with Government of Uganda laws and regulations and Medical Teams’ internal policies and procedures.

  • Collaborates with HQ and country office compliance and operations to develop and supervise anti-fraud activities and mitigation plans

  • Leads and supports the periodic review of operations functions through comprehensive reviews and utilization of assessment and management tools.

    Representation and Country Director (CD) Support (20%):

  • Works with the Uganda CD to lead and manage Medical Teams through significant strategic and organizational changes.

  • Supports Medical Teams Calling and Values translated into Uganda priorities.

  • Represents Medical Teams to the Government of Uganda, Ministry of Health, UN agencies, (I)NGOs, faith-based organizations, stakeholders and partners.

  • Analyzes and maintains an ongoing awareness of Uganda’s operating environment, particularly identifies health sector needs that fit with Medical Teams International’s core competencies.

  • Builds effective teamwork between program and operations staff and departments, identifies and develops effective coordination mechanisms between Kampala country office and four field offices.

    Oversight of Field Offices (20%):

  • Indirectly supervises the regional Program Managers specific to the general management of operations support functions (Logistics, Procurement,
    HR/Admin, and Finance).

  • Field Office on-site support, supervision, and mentoring.

    Other Duties:

  • Ensures accountability is integrated into country strategies, program design, monitoring and evaluations, recruitment, staff onboarding, trainings and performance management, partnership agreements, and highlighted in reporting.

  • Ensures the Safeguarding of program participants and employees through promoting an environment of awareness and upholding the code of conduct provisions of Medical Teams Protection from Sexual Exploitation & Abuse, Child & Vulnerable Adult protection, and harassment-free workplace policies.

  • Additional duties as assigned.

    Qualifications

    Education, Licenses, & Certifications

  • Master's degree in Accounting, Finance or Business Management or equivalent academinc an management experience in humanitarian operations

    Experience

    Required Experience:

  • Five years progressively responsible operations management experience.

  • Proven track record of achieving results in humanitarian contexts in the areas of finance, inventory management, fleet management, and procurement.

    Preferred Experience:

  • Change management experience in business systems such as ERP including implementation and integration.

  • Familiarity with the humanitarian health sector.

  • Living and working in East Africa, especially Uganda.

    Knowledge, Skills & Abilities

  • Commitment to Medical Teams International Calling Statement and Core Values.

  • Understanding of institutional donor regulations, especially US Government and UN.

  • Ability to build and maintain strong working internal and external relationships and represent Medical Teams International in a professional and competent manner with government, donors, partners and other stakeholders.

  • Strong financial management skills and knowledge and experience of working with an ERP software or other finance management IT solutions.

  • Effective communication and collaboration across cultural, geographical, and structural boundaries, engaging positively and constructively with colleagues.

  • Ability to influence and manage relationships in a way to achieve outcomes where there is no direct line management.

  • Proven people management and interpersonal skills, including performance management and the ability to apply situational leadership and coaching methods.

  • Strong project management and organizational skills; results oriented and comfortable making decisions.

  • Demonstrable understanding of, and commitment to, humanitarian principles, humanitarian response work, and child protection standards.

  • Fluency in English.

  • Competency with MS Word, Excel, and Outlook.
