MSH seeks to recruit a highly-motivated and result-oriented individual as a Technical Strategy Lead (TSL) for a five-year program (2018-2024), funded by the U.S. Agency for International Development (USAID).
The Medicines, Technologies, and Pharmaceutical Services (MTaPS) Program provides pharmaceutical system strengthening assistance for sustained improvements in health system performance and to advance USAID’s goals of preventing child and maternal deaths, controlling the HIV/AIDS epidemic, and combating infectious disease threats, as well as expanding essential health coverage.
The position will be based in Nairobi, Kenya.
The primary accountabilities of the Technical Strategy Lead for MSH projects are to
a) support the Project Director to achieve project expected results through the use and scale up of technical best practices and innovative technical solutions as outlined in the project proposal and annual work plan,
b) leverage and ensure strong technical support and best practices to projects and build technical capacity as needed,
c) foster cross-fertilization of technical approaches across projects, countries and regions,
d) facilitate integration of project tools and innovations into MSH global technical capacity and tools for use by other projects
e) ensure quality technical short-term technical assistance to projects and review all technic
Qualifications & Experience
The ideal candidate should have a postgraduate degree in a health-related field, however, physician, nurse, or pharmacist qualification is preferred. S/he should have 10 to 15 years of relevant and related experience. A minimum of 10 years extensive and successful field experience in developing countries, with demonstrated success in pharmaceutical systems strengthening technical areas.
S/he should have recognized knowledge, expertise and technical achievement in various public health and leadership, management, and governance areas as well as in capacity building. In addition, s/he should have significant relevant experience, including demonstrated expertise, in at least three technical areas of pharmaceutical systems strengthening, such as forecasting and quantification, procurement and supply management systems, health and pharmaceutical management information systems (HMIS and PMIS), pharmaceutical services, pharmacovigilance, regulatory system strengthening, governance and organizational systems for pharmaceutical management, antimicrobial stewardship, and infection prevention and control.
The candidate should have demonstrated success leading complex, evolving, large-scale operations, tasks, and teams and working with multiple sectors and stakeholders to achieve programmatic and technical results. Proven strategic planner and team leader with strong technical knowledge, conceptual and analytical ability, good judgment, and adaptive, flexible capacity.
S/he should have exceptional interpersonal and relationship-building competencies coupled with strong written and verbal communication skills. Excellent understanding and knowledge of working in developing countries, including implementation challenges and expertise in innovative program development. Excellent understanding and knowledge working with USAID or other donors desirable. The candidate should have fluency in English, French and/or Portuguese desirable. The position involves frequent travel upto 40% locally and internationally in countries where MSH operates. al documents.
