Monitoring, Evaluation & Learning Manager Jobs in Kenya– Local Partner Service Delivery Activity SJCC is seeking a Monitoring, Evaluation & Learning (MEL) Manager in anticipation of the USAID-funded Local Partner Service Delivery Activity (LPSDA)-OVC Activities in Kenya.
The primary goal of the program will be to improve quality and increase the use of locally-led social services at the county level for OVC and adolescents.
The MEL Manager will be responsible for building and maintaining monitoring, evaluation, and learning (MEL) systems for the LPSDA in accordance with the program agreement and donor requirements, including compliance and transparency.
The MEL Manager will lead the design and implementation of the MEL systems, including digital/electronic data capture, database maintenance, and reporting processes for the program.
The MEL Manager will collaborate and report routinely to the program COP, DCOP, and program partners to track progress and achievements of the program.
The MEL Manager will receive capacity-building support, provide training on MEL for leadership and staff, and provide advice on routine and special reporting, other information dissemination, capacity building for partners in systems for MEL that are compliant with USG donor programs, and other MEL duties.
The MEL Manager will also work collaboratively with the Global Communities Transition Advisor to build and maintain systems that are compliant with donor requirements and SJCC policies.
Qualifications and Experience
The MEL Manager should have the following professional skills and qualifications:
A Bachelor’s degree (Master’s degree preferred) in Public Health, Monitoring and Evaluation, Statistics, Community Development, Development Studies, social sciences, or related field.
A minimum of eight years of experience in monitoring and evaluation activities in large scale, complex, international development programs.
Experience and advanced knowledge of database development for data capture and reporting and the application of statistical methods, including qualitative and quantitative analysis.
Demonstrated hands-on practical experience in setting up and managing Monitoring, Evaluation, and Research (MER) systems and the ability to coach and train others in their use for public and/or private sector organizations. A minimum of 5 years of experience designing and implementing monitoring, evaluation, and learning (MEL) systems for USAID-funded projects related to health and/or systems strengthening.
Experience in Kenya and PEPFAR reporting systems including DHIS 2, DATIM, TraiNET, OLMIS, CPIMS.
Familiarity and experience with United States Government (USG) donor program requirements for MEL management including experience in conducting routine data quality assessments (RDQA).
Previous experience in building capacity of local organizations in Monitoring & Evaluation is required.
Well versed in developing learning agendas and experienced in utilizing of USAID Collaborating, Learning and Adapting (CLA) approaches is strongly preferred.
Additional skills for preferred candidates will include experience and participation in continuous program quality improvement, problem-solving, data use for decision making, and innovative results-driven management systems development to deliver program results and donor reporting.
Excellent analytical skills, including proficiency in Microsoft Office, Internet tools and browsers, Outlook/Exchange, Windows OS with high proficiency in SPSS, STATA, Excel and/or other statistical evaluation software.
Experience in designing and building a digital interface for field-level data collection is a plus.
Excellent oral and written communications skills in English with proficiency in Swahili preferred.
