The project aims to increase access, improve quality of technical and vocational education and facilitate regional integration.
The objectives and results of the project will be achieved through
Strengthening 16 selected Regional TVET flagship institutes out of which 7 are found in Ethiopia; and General Wingate Polytechnic College is one of the institutes.
Creating national TVET enabling environment and
Enhancing regional collaborative capacity in TVET and project coordination.
At the Institute level, the objectives of the project will be achieved through
Strengthening governance and management
Institutionalizing industry links;
Developing market relevant and competency-based training programs;
Training of TVET managers and teachers/trainers;
Provision of key training facilities and equipment
Outreach and support for non-project national TVET institutes
General Wingate Polytechnic College plans to hire a monitoring and evaluation officer to support the College in the implementation of the project.
The objective of this TOR is to recruit one monitoring and evaluation officer to support the implementation of the project.
The officer will be posted to the College’s project implementation unit (PIU) and provide support to the PIU team and work under the project coordinator.
Scope of the work/assignment
The monitoring and evaluation officer will be responsible for coordination and timely implementation and reporting of all M&E activities of the project.
Responsibilities will include but will not be limited to
Working with the College’s project team to develop a monitoring schedule on a semi-annual basis in order to ensure efficient use of resources and to reduce duplication of efforts and costs;
Facilitating feedback meetings at the end of each semester to improve monitoring schedules, processes and procedures;
Organizing workshops with the College’s project team to develop and standardize data collection instruments for the project;
Coordinating M&E project reviews, tracer studies or impact studies with contracted service providers;
Facilitating and contributing to semi and annual project reviews
Facilitating the preparation of progress reports and achievement of results into six monthly reports and annual review reports; and
Developing and implementing a communication strategy to disseminate information about the project’s performance and key achievements to all levels of government and the public at large.
Required Skills and Experience
Education: -A master’s degree in labor studies, project management, social protection or a related field.
At least 6 years of direct relevant professional experience in project management, Engineering in the areas of employment, social protection or a related field;
Proven skills in research and data analysis;
Knowledge of M&E principles in public organization as well as international organizations.
Experience with implementing or monitoring environmental or social safeguards would be an advantage.
Language skills High proficiency in spoken and written English Computer literacy High proficiency in MS Office (Word, Excel, PowerPoint etc,) and excellent web navigation skills

Excellent communication and interpersonal skills;
Ability to collaborate effectively with diverse stakeholders and implementing agencies;
Ability to work both independently and collaboratively in a team;
Organizational skills and the ability to concurrently handle multiple assignments;
