Job Description

Background

  • EASTRIP is a regional project in three East African countries including Ethiopia, Kenya and Tanzania.

  • The project aims to increase access, improve quality of technical and vocational education and facilitate regional integration.

  • The objectives and results of the project will be achieved through

  • Strengthening 16 selected Regional TVET flagship institutes out of which 7 are found in Ethiopia; and General Wingate Polytechnic College is one of the institutes.

  • Creating national TVET enabling environment and

  • Enhancing regional collaborative capacity in TVET and project coordination.

  • At the Institute level, the objectives of the project will be achieved through

  • Strengthening governance and management
    Institutionalizing industry links;

  • Developing market relevant and competency-based training programs;

  • Training of TVET managers and teachers/trainers;

  • Provision of key training facilities and equipment

  • Outreach and support for non-project national TVET institutes

  • General Wingate Polytechnic College plans to hire a monitoring and evaluation officer to support the College in the implementation of the project.

    Objective

  • The objective of this TOR is to recruit one monitoring and evaluation officer to support the implementation of the project.

  • The officer will be posted to the College’s project implementation unit (PIU) and provide support to the PIU team and work under the project coordinator.

    Scope of the work/assignment

  • The monitoring and evaluation officer will be responsible for coordination and timely implementation and reporting of all M&E activities of the project.

    Responsibilities will include but will not be limited to

  • Working with the College’s project team to develop a monitoring schedule on a semi-annual basis in order to ensure efficient use of resources and to reduce duplication of efforts and costs;

  • Facilitating feedback meetings at the end of each semester to improve monitoring schedules, processes and procedures;

  • Organizing workshops with the College’s project team to develop and standardize data collection instruments for the project;

  • Coordinating M&E project reviews, tracer
    studies or impact studies with contracted service providers;

  • Facilitating and contributing to semi and annual project reviews

  • Facilitating the preparation of progress reports and achievement of results into six monthly reports and annual review reports; and

  • Developing and implementing a communication strategy to disseminate information about the project’s performance and key achievements to all levels of government and the public at large.

    Job Requirements

    Required Skills and Experience

  • Education: -A master’s degree in labor studies, project management, social protection or a related field.

    Work Experience

  • At least 6 years of direct relevant professional experience in project management, Engineering in the areas of employment, social protection or a related field;

  • Proven skills in research and data analysis;

  • Knowledge of M&E principles in public organization as well as international organizations.

  • Experience with implementing or monitoring environmental or social safeguards would be an advantage.

  • Language skills High proficiency in spoken and written English Computer literacy High proficiency in MS Office (Word, Excel, PowerPoint etc,) and excellent web navigation skills

  • Excellent communication and interpersonal skills;

  • Ability to collaborate effectively with diverse stakeholders and implementing agencies;

  • Ability to work both independently and collaboratively in a team;

  • Organizational skills and the ability to concurrently handle multiple assignments;
