Terms of reference

Reporting to the National Project Coordinator, the IT Officer will support the planning and implementation of the ICT based input and extension platform that will be implemented by the project. The IT officer will also provide overall ICT support to the project.

The specific tasks of the IT Officer will include:

  • Lead the design, implementation and maintenance of the project ICT based platform
    Administering and overseeing application networks, designs and their installations.
  • Administering physical network infrastructure, documenting and managing data communication needs.
  • Coordinating systems planning, design, development, deployment and modification.
  • Monitoring and controlling service level of networks and other related hardware suppliers and overseeing acquisition of required hardware and software
  • Developing ICT Security and User guidelines
  • Providing day-to-day management of AVCP’s ICT activities.
  • Working closely with project staff, MAAIF and relevant agencies to review existing ICT facilities that are relevant to AVCP; identify priority areas for information technology relevant to AVCP.
  • Providing technical assistance to partner organizations on ICT concepts and principles, and serving as the advisor to the project on matters of ICT
  • Participate in the development of the Agricultural Sector ICT Strategy
  • Working with the Senior M&E officer to monitor and evaluate the progress and impact of ICT-related activities
  • Undertake other duties
    and responsibilities related to Project work as directed by the National Project Coordinator

    Specific qualifications

    The following specific qualifications are required:-

  • An honors Degree in Computer Science, Business Computing, Information Systems, Systems or Information Technology or Information Communications Technology (ICT)
  • A minimum of 5 years of relevant working experience, 3 years of which should be in establishment/ maintenance of ICT platforms gained from a Government or Development Partner supported Organization.
  • A valid professional certification in networking/ security / and systems administration is an added advantage.

    The Government of Uganda has received credit from the African Development Bank towards financing the Agriculture Value Chain Development Project (AVCP 1).

    The main goal of the project is to contribute to poverty reduction and economic growth in Uganda through enhanced productivity and commercialization of agriculture.

    These positions are to be filled on a two year contract, renewable subject to satisfactory performance and needs of the Employer.
