Terms of reference

Reporting to the project Senior Financial Management Officer, the Accountant will be responsible for providing effective support for maintaining an efficient and accurate accounting function.

The duties and responsibilities of the will include:

Participate in the preparation of Annual Work Plans and budgets (AWPBs).

Participate in the preparation of monthly, quarterly and annual financial reports.

Prepare monthly reconciliations of the Bank and Cashbook.

Prepare monthly accountability schedules of individual advances.

Make appropriate accounting entries for PMU payments in the accounting system.

Receive and review accountabilities for funds advanced to officers to carry out Project activities.

Carry out proper filling of all accounting documents.

Maintain an accurate fixed asset register.

Prepare payment vouchers according to the approved AWPBs.

Follow up daily payments between PCU and MAAIF.

Help in the reconciliation of the Special Account.

Ensure all payments and related transactions are kept up to date on computerized accounting system.

Perform any other duties assigned by the supervisors.

Specific qualifications

The following specific qualifications are required:

An Honors Bachelor degree

in Finance and Accounting Or any other Bachelor Degree (Hons) with a bias in accounting option obtained from a recognized Institution

A professional accounting qualification like ACCA, CPA, will be an added advantage.

A minimum of 5 years of relevant working experience, 2 years of which should be in donor funded projects

The Government of Uganda has received credit from the African Development Bank towards financing the Agriculture Value Chain Development Project (AVCP 1).

The main goal of the project is to contribute to poverty reduction and economic growth in Uganda through enhanced productivity and commercialization of agriculture.

The applicants should fill Public Service Form 3 to be submitted to the Permanent Secretary, Ministry of Agriculture, Animal Industry and Fisheries, P.O. Box 102, Entebbe, not later than 5pm of 31st December 2019.

These positions are to be filled on a two year contract, renewable subject to satisfactory performance and needs of the Employer.
