    General Position Summary

  • The Technical Director is responsible for driving integration of diverse technical sectors and coordinating county-level leadership for the specific goal of sustainably reducing persistent acute malnutrition below emergency threshold levels.

    Essential Job Responsibilities

    Vision and Strategy

  • Support the Deputy Chief of Party (DCoP) in providing leadership, vision and strategy to the program’s overall technical direction and implementation.

  • Recognize opportunities for innovative action and create an environment where alternative viewpoints are welcomed; promote and model a culture of learning and adaptive management.etc

    Program Management and Implementation

  • Coordinate with DCoP to support program startup including onboarding of sector and county leads; clearly outlining expectations for communication and collaboration.

  • Coordinate with DCoP to support ongoing program management of teams across the various technical areas of focus and field locations. etc

    Technical Leadership

  • Lead technical teams to establish an integration framework such that all sectoral interventions and thematic areas and approaches align at the household and community levels.

  • This applies to all technical sectors such as natural resource management, livelihoods, nutrition, and cross-cutting considerations such as gender, youth, conflict-sensitivity, community-driven development, and resilience to shocks.

  • Seek support from MC and partner-wide technical expertise and external subject matter experts as needed.

  • In collaboration with the DCoP and Strategic Learning Lead, design and implement a layering and sequencing strategy to ensure that each activity is timed and implemented in a way that builds towards overall desired food and nutrition security and resilience impacts.

  • Manage activities to achieve this layering and sequencing plan. Ensure that external activities and investments in the intervention area are considered.

    Information Management and Reporting

  • In coordination with the DCoP and M&E team, lead the technical team to set program targets, and monitor the implementation of Phase 1 and Phase 2 activities through regular field visits and assessments to ensure program quality and impact.

  • Facilitate the achievement of performance-based targets and outcomes and lead efforts to design effective, proactive, and iterative M&E systems following the program's theory of change and results chain measurement.

    Team Management

  • Provide technical supervision of and support to technical field leads, ensuring that all staff and consortium members are following work plans, activities are on schedule, and project deliverables are completed as planned.

  • Ensure that team members are provided with learning opportunities that support the technical quality of field interventions.

    Influence, Representation/internal and External Coordination

  • Contribute to program visibility and advocacy work by assisting in the dissemination of program research and learning information. Represent Mercy Corps in forums with the broader humanitarian and development community.

  • Identify, build and manage collaborative partnerships with consortium partners, sub-grantees, donors, local governments and other stakeholders.

    Organizational Learning

  • As part of our commitment to organizational learning and in support of our understanding that learning organizations are more effective, efficient and relevant to the communities they serve, we expect all team members to commit 5% of their time to learning activities that benefit Mercy Corps as well as themselves.

    Accountability to Partners

  • Mercy Corps team members are expected to support all efforts towards accountability, specifically to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.

  • Team members are expected to conduct themselves
    in a professional manner and respect local laws, customs and MC's policies, procedures, and values at all times and in all in-country venues.

    Knowledge and Experience

  • Master’s degree or equivalent experience in a relevant field such as Social Sciences, Nutrition, Public Health, Food security or related field.

  • At least five (5) years of progressively responsible experience in the successful implementation of integrated health or nutrition activities working on programs of a similar scope and scale, with preference given to Food for Peace or integrated nutrition programs.

  • At least two (2) years must be in program management, including direct supervision of technical and support staff.

  • Demonstrated systems thinker and ability to think outside of the box in the implementation of a unique program with experience in adaptive management and using research as part of program implementation.

  • Demonstrated technical understanding of resilience and seasonal differences health and livelihoods and the practical relevance to the program’s aim of sustainably reducing persistent acute malnutrition.

  • Demonstrated understanding of new trends in the sector particularly, economic empowerment, inclusive market systems, and MSME development.

  • Demonstrated ability to collaborate with a wide range of stakeholders, and to liaise with donors and HQ.

  • Demonstrated strong leadership and team building skills; ability to work effectively in a team which includes remote members, often with limited supervision and under pressure.

  • Ability to mentor others and model successful management techniques and approaches.

  • Fluency in written and spoken English is required.

  • Strong budget management experience is required.
    Seasoned partnership management experience is required.

  • Demonstrated excellent team management skills are required.

  • A strong passion for innovation, influence and sustainable impact to scale.

  • Prior experience in designing, implementing or managing implementation research strongly preferred.

  • Prior experience of working on USAID-funded programs strongly preferred.

  • Prior experience in awarding and managing sub-grants to local organizations to promote Nutrition, governance and gender goals.

  • Ability and willingness to travel frequently by road and flight to the northern arid lands including remote communities (estimated 60% of the time) sometimes at short notice.

    Success Factors

  • A successful Technical Director will be an excellent communicator with breadth of knowledge in diverse technical areas and arid and semi-arid land systems.

  • S/he must be willing to consider alternate perspectives and factor in new information and evidence to identify priority areas of intervention.

  • S/he must understand the nuances of diverse socio-economic, political and environmental factors impacting individual and household level acute malnutrition and community-level resilience to diverse shocks and stresses.

  • The Technical Director will have demonstrated ability to lead and communicate effectively with team members of varied work styles and cultures, follow procedures, and meet deadlines with flexibility and creativity in planning and problem solving.

  • S/he will have a proven ability to learn quickly, multi-task, prioritize, take initiative, and be accountable for results, understand the larger picture while remaining focused on the details within a complex and sensitive setting.
