    Program / Department Summary

  • USAID's Office of Food for Peace recently awarded funding to a Mercy Corps-led consortium of Kenyan and international partners for a 5-year Development Food Security Activity (DFSA) in Turkana and Samburu Counties.

  • Through a phased approach that emphasizes evidence gap analysis, as well as partnership, learning, and co-creation with government, civil society, communities, and the private sector, this program aims to drive sustained reductions in acute malnutrition in both counties.

  • Mercy Corps’ NAWIRI consortium brings together the global leadership, research capacity, technical expertise, and implementation experience necessary to partner with local institutions to test, adapt, and scale evidence-based solutions.

  • The program requires a robust county-centered design with government leadership, active engagement from communities, the private sector, and civil society.

  • Together we will sustainably reduce persistent acute malnutrition for vulnerable populations in Turkana and Samburu counties.

    General Position Summary

  • The Social and Behavior Change (SBC) Specialist will participate in the finalization of the associated parts of the research agenda that will feed into the design of a gender transformative SBC strategy.

  • S/he will work closely with program research staff to finalize formative and implementation research methodology and assist with the development of study tools.

  • The SBC Specialist will assist data collection and lead analysis, working across all technical sectors to translate research results into implementation strategies and activities.

  • Based on the outcomes of the research, the SBC specialist will oversee the design, testing, and refinement of a comprehensive cross-sectoral SBC strategy to be scaled for Phase II.

  • S/he will strengthen knowledge and understanding of social behavior change methods within the program’s water, food and health systems technical staff both at Nairobi and county-level.

  • S/he will collaborate with the program System Strengthening and Institutionalization Lead to strengthen county government knowledge and understanding of SBC methods and approaches.

  • S/he will be responsible for assessing the skills and knowledge of county level SBC field staff to further strengthen their skills and knowledge as well as routinely monitor the quality of their work.

    Essential Job Responsibilities

    Vision and Strategy

  • Work in partnership with the program team to achieve the program’s vision of sustainably reducing acute malnutrition below emergency threshold levels year-round.

  • Promote gender equality, diversity and inclusion in all spheres of work.

    Program Planning & Implementation

  • Support the refinement, finalization and implementation of social behavior change specific and related components of Phase 1 Learn and Design activities.

  • As per the Phase I final design, conduct formative research with end users and stakeholders and pilot test approaches, materials and tools relying on innovative and agile methodologies.

  • Assist in the analysis of Phase 1 study results and translate into a comprehensive cross-sectoral SBC strategy.

  • Strengthen the knowledge and skills of NAWIRI and Government of Kenya staff in SBC methods and practices for integration into Phase 2 activities.

  • Work with NAWIRI technical leads to integrate the SBC strategy across all technical sectors based upon Phase I findings.

  • Plan, coordinate and oversee implementation of the evidence-based social behavior change strategy during Phase 2 of the NAWIRI program.

  • Actively contribute to routine reflection meetings to support program-wide learning.

  • Assist in the development and dissemination of program learnings and success.

  • Monitor implementation quality and outcomes, re-designing SBC activities and approaches as needed to achieve program objectives.

  • Ensure Behavior Change is delivered on budget and to schedule.

  • Contribute to creation and timely submission of program reports, work plans and budgets.

  • Manage collaborative partnerships, providing effective donor liaison.

  • Identify and build
    partnerships with consortium partners, sub-grantees, donors, local governments and other stakeholders.

  • Communicate effectively to ensure overall program targets and donor obligations are met.

  • Ensure all program management minimum standards are met including risk management and issues management.

    Program Management

  • Develop program implementation plans for SBC as well as monitor implementation, program quality, and impacts of these activities.

  • In coordination with Gender, Youth, and Social Dynamics Lead, ensure SBC approach addresses gender dynamics and promotes gender equity as appropriate.

  • Incorporate safeguarding principles across all SBC activities to ensure the protection of diverse women, men, girls and boys in communities where activities are being implemented

  • Develop monitoring systems (with technical support from the M&E team) and provide regular reports on program activities as required by the program.

  • Collaborate with evaluators and advise on evaluation and research questions relevant to SBC.

    Accountability to Participants

  • Mercy Corps team members are expected to support all efforts towards accountability, specifically to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.

  • Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC's policies, procedures, and values at all times and in all in-country venues.


  • Reports Directly To Gender, Youth, and Social Dynamics Lead

  • Works Directly With NAWIRI technical and research teams members; monitoring and evaluation team members, members of the Mercy Corps Technical Support Units

    Knowledge & Experience

  • A Bachelors degree in Public Health, Health Promotion, Health Education, Community Development, or other related is field required.

  • A minimum of 4 years of practical/hands on experience in social and behavior change materials development and methodologies.

  • Understanding of gender, age, and other social-cultural issues within the Arid and Semi-Arid Lands/regions (ASALs) and supported by attitudes and behaviors that embrace diversity and inclusion.

  • Public health and/or behavior change experience required, with a preference for previous field experience northern Kenya particularly Turkana or Samburu.

  • Demonstrated understanding of evidence based social behavior change methods and approaches.

  • Experience collaborating with county officials and leaders, building community capacity and leading community mobilization.

  • Previous experience working with international organizations required and history with USAID-funded initiatives desirable.

  • Fluent written and oral communication in English is required; familiarity with languages spoken in Turkana or Samburu is an added advantage.

  • Demonstrated delivery capability, working within procedures, meet deadlines and work independently and cooperatively with team members is required;

  • Proven ability to work effectively in multi-cultural teams and with technical and administrative staff and consultants.

    Success Factors

  • The successful Social and Behavior Change Specialist will have proven leadership experience working with cross-cultural teams and in community mobilization.

  • The SBC Specialist will demonstrate flexibility and creativity in planning and problem solving, and have a proven ability to learn quickly and achieve stated results and objectives.

  • S/he will combine strong collaborative working skills with an ability to implement programs successfully.

  • S/he will demonstrate adaptability, flexibility in approach and a strong sense of equity.
