    Program / Department Summary

  • Mercy Corps has been a leader in the livestock sector in the Horn of Africa for almost two decades, working closely with government, local civil society and private sector actors in the drylands of Kenya, Somalia and Ethiopia to strengthen inclusive and resilient livestock systems.

  • Since 2004, Mercy Corps has partnered with over 500,000 livestock-keeping families in East Africa’s drylands through a robust portfolio of programs and research.

  • Mercy Corps was recently awarded funding to develop an in-depth regional strategy to support the development of livestock market systems within the Horn of Africa, particularly in cross-border areas of Somalia, Ethiopia’s Somali Region, and the Somali-speaking counties of Kenya.

  • Building on Mercy Corps’ deep footprint across the three countries, this regional, multi-sectoral livestock strategy will identify challenges and opportunities to strengthen cross-border linkages, trade and connections to end markets within the livestock sector, and opportunities to strengthen the role that livestock plays in household resilience to economic and environmental shocks.

  • The overall objective of the strategy will be to identify concrete opportunities to build on and link Mercy Corps’ existing body of work within the livestock sector across the three countries to increase impact, strengthen regional integration and enhance linkages across livestock markets in the Horn of Africa.

  • To do this, we will use a systems approach that looks to understand social, demographic, ecological, political and market systems and the role that each plays in building resilient and productive market systems that deliver economic opportunities for smallholder herders, with a particular focus on women and youth.

    General Position Summary

  • The Research Coordinator will play a critical role in coordinating research tasks across Kenya, Somali and Ethiopia working closely with technical research lead, in-country focal points, programmatic staff, and other technical experts to oversee development of the livestock assessment and strategy.

  • S/he will oversee the research work plan, budget, and successful completion of project deliverables.

  • The Research Coordinator will coordinate actors from across the three countries to produce the research and strategy outputs.

  • A major focus of this role will be to manage the research timeline, create a collaborative opportunity for stakeholders across the three countries to contribute ideas into a shared strategy, and oversee the engagement strategy with external stakeholders including government stakeholders, regional entities and donors.

    Essential Job Responsibilities

    Project Management

  • Oversee successful delivery of assessment outputs and deliverables according to the project timeline, including development of a research workplan and ensuring production and timely submission of high quality outputs.

  • Engage closely with teams across the three countries to understand their objectives and priorities and create opportunities for their ongoing engagement in the strategy development process.

  • Plan and lead key events, such as coordination meetings, strategy workshops, external stakeholder workshops, and external dissemination events.

  • Oversee logistics plan for the assessment, including travel to research sites, planning and logistics for key workshops and events, onboarding of consultants, etc.

  • Identify and engage with key stakeholders identified in the research plan, set up meetings for technical team members and engage stakeholders to secure their participation in the research process.

  • Ensure management of the assessment budget across countries, including management of the co-financing requirements for the project.

  • Produce timely progress reports for internal stakeholders and project donor.

  • Liaise with technical resources to identify technical support needs and bring in technical advisors at appropriate times in the assessment cycle.

  • Work closely with technical teams
    to clearly define deliverables and timelines and ensure adherence to the overall workplan.

  • Organize and facilitate workshops to enable internal and external stakeholders to engage in the strategy development and provide feedback on the assessment outcomes.

  • Ensure effective, transparent use of resources in compliance with Mercy Corps and donor policies/procedures.

  • Fulfill Mercy Corps’ Program Management Minimum Standards (PM@MC) for the program.

  • Ensure the project adheres to Mercy Corps’ Gender Policy, Do No Harm principles, and beneficiary accountability standards, including efficient CARM and safeguarding mechanisms.

    Influence and Representation

  • Maintain productive relationships with relevant internal and external stakeholders, such as private partners, civil society, national and local governments, donor organizations, etc.

    Accountability to Beneficiaries

  • Mercy Corps team members are expected to support all efforts towards accountability, specifically to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.

  • Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC's policies, procedures, and values at all times and in all in-country venues.

    Accountability

  • Reports Directly To Deputy Regional Director

  • Works Directly With Relevant technical, program staff and Senior Leadership from across the three countries, Regional and HQ-based Technical Advisors, in-country program staff, Country and regional leadership, Operations, Finance and Compliance teams.

    Knowledge and Experience

  • BA/S or equivalent in Private Sector Development, Market Systems Development, Livestock and Animal Health or other related field. A Masters is preferred.

  • At least 5 years of experience participating in and/or managing multi-sectoral research or assessment processes within a relevant sector.

  • Project management experience, including managing workplan development, budget management, reporting and production of research deliverables.

  • Demonstrated success bringing together multi-cultural teams with team members in multiple offices.

  • Successful and proven communication and organization skills.

  • Demonstrated experience developing a compelling strategic vision and success in securing funding for country programs.

  • Strong facilitation skills including organizing strategy workshops and engaging participants in a participatory way.

  • Strong organizational and event organizing skills, including travel management, organizing external events, and general multi-tasking skills to keep complex tasks running on time.

  • Excellent oral and written English skills required.

  • Ability to work effectively with an ethnically diverse team in a sensitive environment.

  • Previous work experience in countries where travel to insecure areas is required and management of programs in insecure locations.

    Success Factors

  • The successful Research Coordinator will have a strong background in managing and overseeing complex and multisectoral research outputs.

  • S/he should be a strong collaborator and good communicator, and have excellent team work skills to enable team work across different countries, geographies and sectors.

  • The Research Coordinator should be adaptable, a strong multi-tasker, and very detail oriented, with a grounding in project management.

  • S/he should be the glue that holds all of the program and technical inputs together to produce a dynamic, innovative and compelling regional livestock strategy.
