Program/department Summary:

Mercy Corps implements high-quality, analytical development work in very difficult places. We have been operating in Uganda since 2006 and currently implement development programs in the Acholi, West Nile and Karamoja sub-regions of Uganda with funding from USAID, EC, SDC, and USDA.

General Position Summary:

The Human Resource Officer is a position that will report directly to the Human Resource Director. The HRO will work closely with Mercy Corps’ operations, finance teams, as well as program staffs to provide essential support to the Human Resource Function.

The Human Resource Officer will be responsible for executing some daily routine Human Resource Tasks and ensure that these are being addressed in a timely and efficient manner.

Essential Job Functions:

Human Resources

  • Serve under the direction of the Human Resource Director to process and properly put on file all daily HR personnel information obtained and any HR correspondences in an efficient and timely manner;

  • Responsible for raising all field and head office service contracts as maybe requested.

  • Responsible for ensuring that all HR files and documentation of all staff is current and complete;

  • Provide technical analysis and support to management and planning process in relation to the budget

    Payroll and Benefits

  • Receive all monthly field time sheets and ensure the validity of information filled in order to obtain a missing matrix for staff that are yet to fill one, study any errors on time sheets sent for rectifications before submitting to Finance department and getting copies for HR on a monthly basis.

    HR Database

  • Responsible for handling all hard copy leave requests filing for both head office and field based leave forms.

  • Ensures to follow up with the Field Administration Officers on dispatched HR documents

  • Updating all HR database sheets and maintaining them up to date

  • Managing the HR data and providing information for the HR monthly reports.

    Recruitment and on-boarding

  • Deputize the Senior Talent Acquisition Officer when the need arises

  • Make offers and support with placement, follow up on new field hires on how they are settling in.

  • Communicate to unsuccessful candidates in a timely manner.

  • Conduct regular surveys to determine why candidates turn down Mercy Corps job offers

  • Plan and implement the on-boarding process for all staff.

  • Process staff IDs, Medical Insurance, set up staff email accounts, and manage the on-boarding process

  • Share the on-boarding Matrix with all managers and follow up on the orientation process
    of all new staff within and in the field

    Exit Management

  • Provide support to the exit policies and procedures for staff.

  • Advise staff exiting regarding policies and what should be included in the exit package

  • Ensuring that all staff exit documents are gathered and put on staff files

  • Compile Exit interview responses, analyze and give recommendations

  • Send the exit email for separated staff in a timely manner

    Policy and Compliance

  • Working closely with various departments, increasingly in a consultancy role, assist line managers to understand and implement policies and procedures

  • Provide technical analysis and support to management and planning process in relation to the budget

  • Adherence to all MC policies and procedures as outlined in MC policies and procedure manuals;

    Performance Management

  • Support the probationary and annual performance evaluation process by providing adequate notice for the appraisal process to begin

  • Follow up on contracting, extensions, renewals for all staff, ensuring timely submission and sign off.

    Team Support

  • Monthly support visits to the administration teams in the field offices upon requests

  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.

  • Any other duties that may be assigned from time to time.

    Knowledge and Experience:

  • 3-5 years plus experience in this similar HR support role.

  • Bachelor’s degrees in Human Resource, Business Administration or any related discipline in people function.

  • A post graduate qualification in Human resources, Organizational Psychology or any related discipline would be an added advantage

  • A high degree of organizational skills using computer-based tools/software with demonstrated attention to details.

  • Strong communication skills including the ability to communicate frequently and effectively in both verbal and written form.

  • Willing to travel upcountry on a monthly basis to support the HR function at the field level.

  • Proven ability to conduct him/ herself professionally under pressure.

  • Previous experience as a full/part time staff with Mercy Corps and demonstrated knowledge of Mercy Corps systems, procedures and program priorities is an advantage.
