  • Mission for Essential Drugs and Supplies (MEDS) is a Christian not-for-profit organization based in Nairobi, Kenya. It is a Registered Trust of Kenya Conference of Catholic Bishops (KCCB) and Christian Health Association of Kenya (CHAK). The Organisation’s core mandate is being a reliable supply chain for quality and affordable Health Products and Technologies, Quality Assurance and Health Advisory Services. MEDS was established in 1986 and serves clients spread all over Kenya and other regions in Africa.

  • MEDS has entered into a Contract with USAID Kenya and East Africa named USAID Accountable Supply Chain for Health Program in Kenya. Project mandate is to Procure, Warehouse, Distribute and Monitor HIV, Malaria, Tuberculosis and Maternal/Neonatal/Child Health (MNCH) commodities in furtherance of the President’s Emergency Plan for AIDS Relief (PEPFAR) Program in Kenya.

  • MEDS seeks to recruit the position of Monitoring & Evaluation Manager to implement this Project:

    Key Responsibilities:

    Monitoring & Reporting

  • Provide regular reports on the status of project implementation against project goals and objectives to Project Director, USAID and stakeholders as required.

  • Collaborate with the project team in identifying project activities, processes, and or outcomes that are worthy documentation and design system for capturing lessons learnt and best practices.

  • Develop a robust Monitoring & Evaluation approach that can track immediate and intermediate effects of program activities, including changes in the target indicators.

    Evaluation

  • Monitor Monitoring, Evaluation and Learning (ME&L) planned activities for USAID Supply Chain Strengthening Project.

  • Define and continuously improve an ME&L system that will measure effectiveness of approaches, quality of delivery outcomes and assess sustainability of new capabilities delivered by project.

  • Oversee data collection, entry, analysis, interpretation, and dissemination of results in various forums. This includes facilitation of data use in decision-making and reporting.

    Collaboration, Learning Evaluation & Adaptability (CLA)

  • Work with partners to develop and implement needed surveys, studies, and research according to project work plans and monitor work of local research partners

  • Research new trends and best practices with Public Health supply chain, project management disciplines and governance standards

  • Develop project Collaboration, Learning and Adapting (CLA) strategy, approach and activities and facilitate the project team involvement and participation. process in the project

  • Development of Small Tests of Change (STOCS) in processes to increase efficiencies and promote good practices in the Organization, health facilities and Implementing Partners as informed by Data Demand and Information Use (DDIU)

    Technical Support & Capacity Development

  • Carry out supportive supervision Field visits to monitor project progress and standardization of field activities and attend Data review meeting to ensure
    data quality

  • Provide input to the technical teams to assist in refining program goals and objectives, as well as Monitoring, Evaluation, Accountability and Learning (MEAL) tools and strategies and provide monitoring data to strategically inform the decisions on project performance and future direction of the project

  • Conduct Monitoring, Evaluation, Learning and research in-service training and capacity building of teams, partners and stakeholders

    Stakeholder Management

  • Offer technical assistance and mentorship in DDIU to make decisions and change of strategies and development of business models

  • Continually identify, profile and engage with all stakeholders that participate in or are impacted by the implementation of the USAID Supply Chain reforms project activities.

  • Develop messages, determine intended audience, advice of the mode and frequency of communicating project relevant and specific information

    Candidate Profile:

    Qualifications and Experience Requirements:

  • Minimum Education Requirement: Bachelor’s degree in biostatistics, health information, health sciences, social sciences or other relevant discipline with postgraduate training in monitoring and evaluation or project management

  • Preferred Education Qualification: Master’s degree in Monitoring and Evaluation, Public Health, Health Sciences, Social Sciences, or other relevant discipline is an added advantage.

  • Minimum Relevant Experience: 5 years in Project Monitoring, Evaluation & Learning experience within USAID funded Program.

    Skills and Knowledge Requirements

  • Proven track record of overseeing implementation of robust Monitoring, Evaluation and Learning.

  • Previous experience implementing and managing a rigorous M&E system including developing performance monitoring plans that track performance as sub results/results and by funding system.

  • Proven ability of designing data flow maps, implementing, and overseeing the process of data collection, validation, analysis of trends and communication of status is essential.

  • Proven knowledge and ability to present program status reports to Project / Program key stakeholders and organisational Executives Management, in writing and visual display (Program Activity Dashboards) for complex large-scale health programs in limited resource setting.

  • Advanced knowledge of MS Office package: MS PowerPoint; Excel, Word, Microsoft Teams, etc.

  • Knowledge and experience in stakeholder management.

  • Basic knowledge of supply chain systems for Health Products and Technologies.
