Major activities and responsibilities

Lead the implementation of the NPHI Capacity Building Program activities in Uganda (75%)

  • In collaboration with the project’s Principal Investigator and home office management and support staff:

    ▪ Coordinate implementation of project activities in Uganda and provide vision, direction, leadership, and oversight. This includes program work planning, performance management, and communications.

    ▪ Oversee the design and implementation of the project’s technical approaches in Uganda, ensuring they reflect high standards of technical and operational excellence, incorporate state of the art practices, and reflect evidence-based methods to build sustainable local capacity.

    ▪ Ensure M&E systems measure progress toward objectives and results and continually improve program performance. Oversee efforts to document results and disseminate learning widely at national, regional, and global levels

    ▪ Manage technical contributions of potential consultants and sub-grantees/subcontractors.

    ▪ Represent the project in technical forums and donor discussions

    ▪ Build and maintain strong working relations with key stakeholders, beneficiaries, suppliers, and partners including but not limited to key stakeholders from CDC, the Uganda National Institute for Public Health (NIPH), Uganda’s public health emergency operations centers (PHEOCs) and the Uganda Ministry of Health, and other implementing partners.

    ▪ Work alongside the leadership of NIPH and other key leaders to identify their capacity building needs, co-create solutions, and coach them in implementation of those solutions.

    ▪ Coordinate with MSH local and HQ staff to ensure project activities are timely and appropriately planned, resources mobilized, financial information is monitored, and that the project’s local assets are properly managed.

    ▪ Ensure a smooth collaboration, partnership and communication with MSH staff from other projects, including project leaders and finance and operations staff.

    ▪ Fulfill any other tasks pertinent with the scope of work of his/her position.

    ▪ Coordinate implementation of project activities in Rwanda and provide vision, direction, leadership, and oversight. This includes program work planning, performance management, and communications.

    ▪ Oversee the design and implementation of the project’s technical approaches in Rwanda, ensuring they reflect high standards of technical and operational excellence, incorporate state of the art practices, and reflect evidence-based methods to build sustainable local capacity.

    ▪ Ensure M&E systems measure progress toward objectives and results and continually improve program performance. Oversee efforts to document results and disseminate learning widely at national, regional, and global levels

    ▪ Work alongside the leadership of RBC and other key leaders to identify their capacity building needs, co-create solutions, and coach them in implementation of those solutions.

    ▪ Coordinate with MSH local and HQ staff to ensure project activities are timely and appropriately planned, resources mobilized, financial information is monitored, and that the project’s local assets are properly managed.

    ▪ Ensure a smooth collaboration, partnership and communication with MSH staff from other projects, including project leaders and finance and operations staff.

    Education

  • Advanced degree in Public Health, Health Management Sciences, or a related discipline

    Experience

  • Required: at least eight years of related experience; including experience developing capacities of high level public sector institutions, fostering high performing technical assistance, building the capacity of teams, and delivering on expected project results, with flexibility to adapt to changing priorities and deadlines

    Preferred: such capacity development experience in the context of public health emergencies or disease outbreaks is highly desirable. Experience with CDC. Record of productive collaboration with the Uganda Ministry of Health is beneficial. Regional experience including in Rwanda with the Rwandan Ministry of Health is also highly desirable.

    Knowledge, Skills, Competencies

  • Designing and facilitating participatory assessments and group exercises

  • Co-designing strategies and plans

  • Designing and adapting capacity building strategies

  • Planning for sustainability

  • Strong interpersonal skills coupled with excellent communication skills: verbal, written, listening, presentation, and facilitation.

  • Fluency in oral and written English communication

  • Experience of the One Health and/or IDSR frameworks in relation to epidemic control and or FETP training will be beneficial.

  • Demonstrated ability to build and maintain relationships with a wide range of colleagues and stakeholders.

  • Demonstrated strategic agility, diplomacy, conflict management, team building, written and oral communication, and negotiation skills.
