  • LVCT Health is an established Kenyan NGO that is renowned for its implementation of HIV and
    health programs at scale in Kenya. Through its vision of Healthy Empowered Communities, LVCT Health is a leader in designing and implementation of innovative HIV prevention and treatment approaches, sexual and reproductive sexual and Gender Based Violence programs reaching the most vulnerable populations.

  • The organization works with government and
    other stakeholders at national and county levels.
    The USAID Stawisha Pwani is a 5-year program funded by the President’s Emergency Plan for AIDS Relief (PEPFAR) through the US Agency for International Development (USAID) to increase the use of quality county-led health services in four Coastal counties of Kilifi, Kwale, Mombasa and Taita Taveta.

  • The aim of the program is to strengthen county health systems with a focus on HIV Prevention & Treatment, Family Planning, Reproductive, Maternal, Child and Adolescent Health (FP/ RMNCAH) and Nutrition. The program will support the four county governments toward sustainability in quality and systems of health services. The program objectives are:

  • Increased demand for and access to quality HIV prevention services.

  • Increased demand for and access to quality HIV treatment services.

  • Use of quality FP, Reproductive, Maternal, Newborn, Child & Adolescent Health and Nutrition services(FP/RMNCAH).

  • Strengthened capacity of county health systems, local partners and communities to deliver quality health services.

    Job Purpose

  • The Technical Officer will be responsible for technical support in building capacity of the project and providing leadership for the logistics information management system of pharmaceuticals
    and non-pharmaceuticals for sustainable improvement, access and utilization of high-quality HIV and FP/RMNCAH and Nutrition services and support the mainstreaming of commodity
    management systems in all USAID Stawisha Pwani program areas.

    Roles & Responsibilities

  • Support a sustainable procurement operation and manage the supply chain for HIV/AIDS and FP/RMNCAH and Nutrition commodities in the counties by working closely with the relevant stakeholders to ensure prompt approval and timely delivery of pharmaceutical and non-pharmaceutical supplies to support the sub-purposes 1, 2 and 4 of USAID Stawisha Pwani project.

  • Provide the technical support to USAID Stawisha Pwani partners and county governments
    in strengthening the host counties’ capacity to ensure a safe, secure, reliable and sustainable supply chain system.

  • Develop
    and implement annual forecasting and quantification plans and coordinate with the partners and the county government to ensure uninterrupted commodity availability.

  • Ensure rapid response and contingency support in the event of commodity shortages.

  • Ensure that the commodity list is compliant with the “USAID restricted commodities” regulations.

  • Participate in appropriate technical working groups (TWGs) to spearhead supply chain components that will enhance appropriate budgeting for commodities and setting of availability time frames under USAID initiatives/endeavors.

  • Provide technical and programmatic expertise to the counties and supra-county TWGs and representation in appropriate partner forums as required.

  • Participate actively in the development /revision of county and national commodity and
    supply chain related strategies and strategic plans, policies, guidelines and standard
    operating procedures(SOPs).

  • Conduct quarterly site visits to ascertain program implementation by the facilities within
    the supported counties.

  • Provide oversight for monitoring health commodity program results by tracking key
    performance indicators, conducting periodic data quality analyses and making recommendations based on the findings.

  • Implement internal audit systems, control mechanisms, and mitigation measures to assure integrity in the distribution and safeguarding of health commodities.

  • Develop and implement continuously, a transition plan that promotes counties ownership
    of supply chain management activities and promote sustainability of systems.

  • Support facility level capacity development through provision of required tools, job aids
    and SOPs, pharmacovigilance, etc.

  • Provide monthly updates on stock status of health commodities across the facilities and
    program areas.

    Requirements

  • A Degree or Higher National Diploma in Pharmaceutical Technology.

  • 7 years’ experience, with at least 5 of these, in donor funded programs.

  • Supply chain management and demonstrable successes in ensuring consistent achievement of program objectives and goals.

  • A valid professional certificate and practice license is mandatory.
