Purpose

  • To assess and analyse the current situation of low vision services in Kenya from a disability inclusive and rights perspective and to analyse barriers, gaps and needs of women, men, girls and boys with low vision and visual impairment including those with low vision, with blindness, and with disabilities and likely vision problems, including those from under-represented groups such as learning disabilities or psychosocial disability

    Background and rationale

  • The Low Vision Cluster is CBM funded project whose focus is developing the potential of persons with visual impairment to lead a more independent life with dignity in Kenya.

  • It comprises three eye care hospitals that provide comprehensive eye care services. These hospitals are Sabatia Eye Hospital (which serves as the lead partner) PCEA Kikuyu Hospital – Eye Unit and Kwale Eye Centre.

  • The project coverage is western, central, coast, and parts eastern regions of Kenya with the overall objective being to contribute towards improved quality of people with low vision in Kenya.

    Purpose / overall objective

  • The purpose of the inclusive situational analysis is to inform the planning of a new programme of the Low Vision Cluster in Kenya.

  • The Situation Analysis will be and assessment and analysis of the current situation in Kenya, with respect to low vision service provision, structures, policies and laws and the barriers and enablers for women, men, girls and boys to access services in particular female clients and persons with disabilities across all impairment groups.

    The objective of the assignment is

  • To assess and analyse the current situation of low vision services in Kenya from a disability inclusive and rights perspective and to analyse barriers, gaps and needs of women, men, girls and boys with low vision, with blindness, and with disabilities and likely vision problems, including those from under-represented groups such as learning disabilities or psychosocial disability.

    The process will be used to

  • Map the current situation of low vision services throughout the country (What, where, who, and how services are delivered)
    Identify the key challenges and critical success factors associated with coverage of low vision services (key attributes that ensure comprehensive low vision service coverage)

  • Assess the barriers and enablers of women, men, girls and boys including women, men, boys and girls with disabilities for across all impairment groups with particular focus on women and girls and underrepresented groups such as persons with learning disabilities.

  • Inform the government of Kenya in collaboration with CBM to provide priority areas to ensure comprehensive coverage and provide recommendations for planning for the next phase of CBM supported low vision project

    Expected outcomes

  • A report of the current situation of low vision services in selected areas in the country

  • A documentation of the challenges and critical success factors associated with delivery of low vision services

  • An action plan for actors in the field including the low vision cluster project, the government of Kenya in collaboration with CBM and other eye health agencies to provide priority areas to ensure comprehensive coverage.

  • Recommendations for training of low vision service human resources.

  • Provide recommendation of mechanisms for financing of low vision services

  • Modalities to address gaps in gender service provision for persons with disabilities across all impairment groups

    Methodology

  • The process to develop the Situation Analysis will make use of multiple methodologies and techniques.

  • Both primary and secondary data will be collected, and quantitative as well as qualitative information will be used.

    The consultancy team will provide detailed methodology

  • Primarily the focus will be on service recipients (including the target group from a diverse range including particular groups of women and persons with disabilities) as well as a collaborative partnership with national partners to ensure government ownership and the identification of national priorities and proposed national solutions.

  • The consultancy team shall be a mixed team and be made up
    of a lead consultant preferably with a lived experience of disability who will be able to deliver a rights-based analysis with relevant recommendations to the Low Vision Cluster and CBM

    Expected Results

  • An Inception Report to be delivered shortly after the initial briefings with the Low Vision Cluster Coordinator and CBM. It will include the detailed and agreed methodology, schedule and responsibilities and suggested survey tools (questionnaires etc.)

  • An English language situational analysis report which includes the findings, analysis and recommendations at maximum 25 pages excluding annexes and prepared in the CBM template.

  • The outline of the Situation Analysis Report shall include the following: table of contents, executive summary, introduction/background, objectives, methodology/approach, limitations, team members/coordination, findings, discussion/recommendations, conclusion as well as annexes.

  • The report will be used by the Low Vision Cluster and will be an important input to design a new programme under the Low Vision Cluster.

    Specific Tasks and Deliverables

  • To conduct this exercise CBM and the Program Manager will work with the consultants to facilitate and guide the entire exercise process supported by one the stakeholders.

  • The key tasks and deliverables will be under the responsibility of the consultants who will manage the entire situation analysis process and discussions with CBM/ GOK, and support the development of the conceptual and analytical framework and writing of the final Situation Analysis report.

    Required Expertise and Qualification

    Education qualification of the Lead consultant

  • Postgraduate or other advanced university degree (at least a Master’s degree) in the area of organizational management, institutional/organizational development, social sciences or any other relevant domain.
    Education qualification of the Co-consultant:

  • Undergraduate university degree in the area of organizational management, institutional/organizational development, social sciences or any other relevant domain.

    Experience of the Lead Consultant

  • At least 5 years of professional experience in conducting institutional review

  • Demonstrated experience in advocacy and capacity development initiatives, notably in disability mainstreaming;

  • Extensive conceptual and practical knowledge of local government operating and strategic principles;

  • Experience of working and collaborating with stakeholders including governments; civil society and communities in Kenya;

  • Demonstrated ability of analytical and report drafting work;

    Experience of the Co-consultant

  • At least 3 years of professional experience in conducting institutional review

  • Demonstrated experience in advocacy and capacity development initiatives, notably in disability mainstreaming;

  • Extensive conceptual and practical knowledge of local government operating and strategic principles;

  • Experience of working and collaborating with stakeholders including governments; civil society and communities in Kenya;

  • Demonstrated ability of analytical and report drafting work;

    Language requirement

  • Excellent written and verbal communication skills in English and Swahili
