  • Lake Victoria South Water Works Development Agency was established on 3rd May, 2019 vide Legal Notice No. 28 under the Water Act 2016 as a State Corporation. It is responsible for the development of water and sanitation infrastructure in its area of jurisdiction covering eight counties which include: Kisumu, Kericho, Bomet, Kisii, Nyamira, Migori, Homabay and Siaya.

  • The Agency seeks to fill the position of Senior Manager: Water Works and Services.

    Key Responsibilities Senior Manager Water Works and Services – LVSWWDA 2

  • The position is responsible to the Chief Executive Officer for the following:

    Technical Policy and Strategy Development

  • Formulation of policies and strategies for improved delivery of water infrastructure
    development and management services.

  • Development of multi-year master plans and infrastructure investment programs for water works and services by jurisdiction, county and across counties.

  • Development of departmental strategies, policies and plans to facilitate achievement of overall Agency’s objectives.

  • Contribute to the overall Agency Strategy and preparation of draft annual work plans, budgets and performance targets for water works and services projects, activities and interventions.

  • Identification, planning, pre-feasibility, feasibility studies, detailed designs and
    technical specifications for water infrastructure development, expansion and rehabilitation projects and programs.

  • Initiate innovation, drawing on the latest research of new technologies for sustainable development and management of water facilities.

  • Oversee Planning and design of construction works

    Systems and Structure

  • Establishment of effective and efficient systems for project execution, quality control
    and compliance with industry standards, codes and the law.

  • Ensure system of operation and maintenance is integrated in all water works and services for sustainability)

  • Supervision of construction of water infrastructure within scope, standards, time, cost and quality.

  • Preparation of technical reports on water infrastructure feasibility, design, construction, operation and performance.

  • Contract and construction management of water projects and programs.

  • Prudent, transparent and accountable management of resources allocated for water works and services.

  • Develop/adopt technical standards for incorporation into service agreement with county government, joint committee, authority of county government or water service provider.

    Coordination and Communication

  • Coordinate the development planning of water works to enable the Agency meet its objectives as outlined in the Strategic Plan.

  • Coordinate, control, manage and supervise the Agency’s technical operations and ensure development and maintenance of infrastructure water works and services activities for quality water supply.

  • Establishment, maintenance and enhancement of productive internal and external stakeholder linkages and engagement in execution of water works and services projects and programs.

  • Oversee effective consultation with all stakeholders at the conceptual and planning stages of programs.

  • Mobilize and manage stakeholders including multilateral and bilateral financing agencies, and government agencies in the execution of various programs.

    Resource mobilization

  • Identification of potential development partners.

  • Engagement of development partners on matters related to water works and services.

  • Preparation of project proposals for water infrastructure projects.

  • Oversee research to inform proposals development on water works and services.

    Oversee Technical Skills and Competencies

  • Take responsibilities for the training,
    development and motivation of the departmental staff.

  • Provision of leadership and guidance to the water works and services teams.

    Research, Monitoring, Evaluation and Quality Control

  • Institute system for monitoring of contractors and service providers both in real
    time and trends over time.

  • Generate evidence backed reporting on projects and programs through regular monitoring and evaluation.

  • Develop draft annual and quarterly performance targets for water works and services, that are subject to annual performance contracts and evaluation.

  • Undertake any other responsibilities assigned by the Board or the CEO.

    Academic Qualifications and Experience

    To effectively perform the outlined duties, the Agency seeks to recruit a candidate with the
    following qualifications:

  • Bachelors Degree in civil or water engineering or equivalent from a recognized
    university.

  • Masters Degree in civil or water engineering or project management or equivalent from a recognized university.

  • Attended a leadership course lasting more than four weeks.

  • Be a member of a professional body in good standing.

  • Be a registered engineer from a recognized professional body.

  • At least ten years of relevant experience in planning, design, procurement, contract management and construction of large water and related infrastructure.

  • Five years of relevant experience in a management position within an organization of equivalent mandate and scope of responsibilities.

  • Demonstrable negotiation, communication, networking, technical, analytical, strategic thinking, proposal writing, mentoring, coaching, problem solving, presentation and team leadership skills.

  • Track record of achievement of set performance targets.

  • Demonstrate understanding of corporate governance for state corporations

  • Demonstrate a thorough understanding and knowledge of government policies and priorities

  • Demonstrate the ability to lead in resource mobilization and to efficiently and prudently manage and account for use of public resources

  • Demonstrate integrity, accountability and professionalism

  • Demonstrate capabilities in mentoring and coaching with relevance to the Agency

  • Be capable of initiating strategies aimed at effectively achieving the core mandate of the Agency.

    Other Mandatory Requirements

    In addition to academic qualifications, experience and person specifications above, all interested applicants must submit valid clearance from the following institutions: -

  • Certificate of Good Conduct issued by the Directorate of Criminal Investigation.

  • Tax Compliance Certificate issued by the Kenya Revenue Authority.

  • Certificate of Clearance from a registered Credit Reference Bureau.

  • Clearance from Ethics and Anti-Corruption Commission.

  • Clearance from the Higher Education Loans Board.
