Purpose of the Job

  • To design and maintain secure network infrastructure for the University in accordance with the set standards.

    Key Functions

    ⦁ To design and administer internet protocol addressing schemes for the University in accordance with network standards.

    ⦁ To design and administer network services such a domain name systems and web protocols.

    ⦁ To design and administer voice communication services and extension of numbers.

    ⦁ To administer the University's backbone, routers and servers; ensure the integrity of backbone communication infrastructure and administering access, access levels and blocking unauthorized access.

    ⦁ To administer network security including designing of network protocols and traffic analysis tools to mitigate hostile intrusions or denial of services using soft and hard solutions.

  • To monitor backbone and internet links for the purpose of ensuring network availability to the University users.

    ⦁ To document network services, configurations and procedures as they evolve.

    ⦁ To distribute the network bandwidth and connectivity to facilitate research, learning, teaching and administrative functions.

    ⦁ To prepare training Manuals and provide technical support and advisory services.

    ⦁ To plan Network system growth and improvements

    ⦁ To work closely with the STs and ITOs (RIBD, MWS, EMS, MIS) to ensure that the!CT systems designed and deployed meet university network service needs.

    ⦁ To perform any other related assignments as may be assigned from time to time by the SITO.

    Key Performance Outputs

    ⦁ Internet protocol addressing schemes for the University in accordance with network standards administered.

    ⦁ Network services such a domain name systems and web protocols designed and administered.

    ⦁ Voice communication services and extension of numbers designed and administered.

    ⦁ University's backbone, routers and servers for communication system administered;

    ⦁ Security and integrity of backbone infrastructure managed by
    administering access, access levels and blocking unauthorized access.

    ⦁ Network security administered by a way of designing of network protocols and traffic analysis tools to mitigate hostile intrusions or denial of services using soft and hard solutions

    ⦁ Backbone and internet links monitored for the purpose of ensuring that services that run on the network are between 80 to 100% available to the University users.

    ⦁ Network services, configurations and procedures documented as they evolve.

    ⦁ Network bandwidth and connectivity distributed appropriately to users to facilitate research, learning, teaching and administrative functions.

    ⦁ Training manuals prepared and technical support and advisory services provided to users.

    ⦁ Network growth and improvements

    ⦁ Work closely with the STs and 11'0s (RIBD, MWS, EMS, MIS) to ensure that the ICT systems designed and deployed meet university network service needs.

  • 0ther duties as may be assigned from time to time by the SITO performed

    Person Specifications

  • The Assistant Information Technology Officer shall be a person holding at least a Bachelor's Degree in ICT related field such as Telecommunication Engineering, Computer Science, Information technology and Electrical Engineering with a minimum of 3 years' working experience in the relevant field.

  • He
    or she will in addition have the following behavioral and technical competencies:

    ⦁ Work closely with other members of the Directorate and the University.

    ⦁ Expresses confidence in knowledge and acts decisively in situations requiring existing knowledge .

    ⦁ Exceptional expertise in computer networks.

  • Able to propose innovations and considers all options for implementation.

    Technical Competencies

    ⦁ Good knowledge of the Server operating systems UNIX, REDHAT, SOLARIS, CITRIX XEN Server, Windows Server and Virtualization

    ⦁ God Knowledge of design, installation and operation of large scale Local and Wide Area Networks

  • Good knowledge of computer networking and performance monitoring, including relevant experience in routing, data and voice service provision.

    ⦁ Is able to troubleshoot , carry out remote diagnostics and alleviate other IT related problems .

  • Is aware of and able to identify technologies needed to facilitate organizational excellence.

    ⦁ Is able to ensure the security of the network infrastructure and safe guard it all the time.

    ⦁ Is able to transfer knowledge and skills on network services and security.

  • Demonstrates extensive knowledge of computer systems and software.

  • Understands the procurement and disposal procedures of ICT equipment.

    Key Skills and Knowledge Areas

  • Practical skills to maintain the integrity of the network, server deployment, and security.

  • Practical Skills to maintain network servers such as file servers, VPN gateways, intrusion detection systems.

  • Practical skills of support for LANs, WANs, network segments, Internet, and intranet systems.

    ⦁ Maintain system efficiency.

    ⦁ Practical Knowledge of design of system that allows all components to work properly together.

    ⦁ Practical skills to undertake network connectivity throughout KyUs LAN/WAN infrastructure is on par with technical considerations.

  • Practical skills to design and deploy networks

    ⦁ Able to provide first time response to user inquiries and request for help

    ⦁ Provide network accounts and passwords as required 10.Monitor security of all network technology

  • Install and maintain Foolproof and passwords

  • Input and maintain IP addresses

    ⦁ Advise staff of security breach and/or change in password or security status

    ⦁ Ensure installation of lock out programs

    ⦁ Writes scripts and batch files as needed to enhance the function of the operating system

    ⦁ Practical operational knowledge of working with UNIX/ Solaris, Linux (RedHat, CenOS and Ubuntu) and Windows Operating System

  • Practical operational knowledge of working with Xen, Solaris zones, container and resource pools, Oracle virtual box and VMware desktop Virtualization
