Job Purpose:

  • Provide support in the implementation of Supply Chain Management services to User Departments by facilitating the procurement processes in accordance with the Public Procurement & Asset Disposal Act and Regulations. The officer will be assisting the Manager, Supply Chain Management in providing procurement professional advice and to coordinate all procurement and asset Disposal activities.

    Responsibilities;

  • Coordinating procurement and disposal activities;

  • Monitoring and evaluating performance of systems in supply chain to ensurethey are working well and giving good output;

  • Managing the department’s performance management process in line with the functions, objectives and deliverables;

  • Monitoring supplier performance and prepare periodic supplier performance reports;

  • Improving measures to enhance partnership with suppliers to enhance working relationships.

  • Implementing the Public Procurement and Assets Disposal Act, 2015 regulations and guidelines;

  • Interpreting other laws and statutes that relate to Supply Chain Management matters;

  • Ensuring compliance with all applicable procurement laws, circulars and regulations;

  • Preparing the consolidated annual procurement and disposal plans;

  • Preparing and continually update list of registered suppliers;

  • Coordinating market surveys and research for goods, works and services;

  • Supervising departmental officers working under him/her;

  • Preparing contract documents in liaison with user departments and consultation with legal department;

  • Preparing accurate, timely and relevant draft statutory and management reports for submission to the relevant authority;

  • Managing procurement-related risks; and

  • Deputizing the Manager, Supply Chain Management

  • Implementing the consolidated annual procurement and disposal plans;

  • Preparing tender documents for procurement of goods, works and services;

  • Ensuring correct specifications and proper requisition authorization for goods, works and services to be procured;

  • Drafting/reviewing of advertising notices for goods and services to ensure accurate goods are requested for and quality is delivered;

  • Coordinate pre-bid briefing/pre-proposal meetings, tender opening and tender evaluation;

  • Addressing clarifications by bidders, review addendums and amendments to tendr documents;

  • Drafting advisory/professional opinion on procurement matters to the CEO for approval by the Manager, Supply Chain Management;

  • Ensuring maintenance and archiving of
    documents and records of the procurement and disposal activities for the required period;

  • Preparing and maintain the Asset Register;

  • Coordinating Periodic stock taking to ensure stores are up to date and regular inventories are taken;

  • Contracting implementation and monitoring as per the contract terms;

  • Preparing contract variations and modification documents for goods, works and
    services;

  • Secretary to Adhoc Evaluation Committees

  • Preparing and monitoring payments to suppliers;

  • Coordinating sensitization of staff and other stakeholders on procurement related issues;

  • Executing procurement work processes efficiently as assigned;

  • Ensuring users satisfaction on services rendered by the Supply Chain Management
    Department.

    Specifications/Requirements for Appointment;

  • Bachelor’s Degree in any of the following disciplines: - Supply Chain Management, Economics, Commerce, Procurement and Supplies Management, Business Administration, Logistics or equivalent qualification from a recognised institution; and

  • Master’s Degree in any of the following disciplines: Supply Chain Management, Economics, Commerce, Procurement and Supplies Management, Business Administration, Logistics or equivalent qualification from a recognised institution.

  • Diploma in Supplies Management or equivalent from a recognised institution.

  • Registration with Kenya Institute of Supplies Management or its equivalent; and

  • Valid Practicing License.

  • Proficiency in Computer Applications.

  • A minimum of eight (8) years relevant work experience, three (3) years should be at a level of Senior Officer.

  • Certificate in Management Course lasting not less than four (4) weeks from a recognised institution.

  • Demonstrated managerial, administrative and professional competence in work performance.
