Main Responsibilities:

  • The AHRO shall ensure that human resources and support systems are in place for the effective management of the Human Capital Management of Kemcore Zambia Ltd. The AHRO shall facilitate all key HR functions and programs relating to issues raised by employees, matters related to employment, compensation and benefits, labour negotiations, employee relations and industrial relations.

  • The AHRO shall also handle some accounting support functions such payroll, NAPSA, PAYE, NHIMA and any other duties.

    Specific Responisbilities

    Human Resources systems

    • Implement effective Human Resource management systems.

    • Develop, review, and update human resource and administrative policies and procedures and ensure they are effective, efficient, fair, and transparent, and promote equal opportunities.

    • Develop, review, and update human resource policies and procedures for recruitment and management of Kemcore (Z) Ltd staff (terms & conditions of employment, grades, steps & positions, salary structure, benefits, disciplinary procedures, termination). Ensure compliance with Zambia Labour laws.

    Human Resources Administration Tasks

    • Assume responsibility for time and attendance management

    • Ensure accurate and timeously preparation of the payroll

    • Establish and maintain personnel files accordingly

    • Ensure all BIO data forms are filled and safely filled

    • Ensure that all statutory and legal requirements are adhered to as per Zambian Labour Laws.

    Recruitment and staffing

    • Assess staffing needs as required. Identify and recruit new and replacement staff including scheduling of new contracts, and necessary terminations.

    • Prepare job descriptions, terms of reference and submission of personnel requisitions in coordination with the Operations Manager and Line Supervisors.

    • Ensure pertinent organograms, contact lists, and information flow lines are constantly updated and widely shared.

    • Ensure all employees have necessary IDs and ensure that no person without an ID should be allowed on site.

    • Ensure that all contractors / visitors on sight are always inducted and have IDs.

    • Coordination of performance and talent management.

    Staff development

    Assess training and development needs of staff and provide appropriate induction and orientation, training, supervision, and support as required. Ensure all staff have adequate access to HR/Administrative policies and procedures.

    • Monitor and uphold staff conduct and discipline and organize regular performance evaluations of all staff. Ensure that exit interviews/ debriefs are prepared at the end of service.

    • Ensure staff are motivated to manage their work/life balance in a safe and comfortable environment.

    Financial Management

    Work closely with the Finance Administrator (FA):

    • Ensure operational plans and budgets include a plan for human resources and reflect Kemcore responsibilities for staff management, training, support, and well-being.

    • Assist in the establishment of a payroll structure and payment procedures, prepare accurate payroll, and ensure that it’s submitted to FA for verification and approval timeously.

    • Handle the float Petty Cash for the Office.

    • Assist the FA Ensure Submission of NAPSA, Paye, NHIMA, Withholding Tax and Vat are done.

    • Assist the FA in posting daily transactions.

    Qualifications

    • Diploma or Degree in Human Resources Management, Public Administration is a must.

    • A qualification in Accounts or Business administration will be an added advantage.

    • Minimum 5-10 years in Human Resources Management.

    • Minimum 2 – 3 years in Administration and Accounts.

    • Should have a valid practicing license with the relevant authorities.

    • Should have knowledge of Microsoft office systems and.
