  • The Kenya Agricultural and Livestock Research Act 2013, established the Kenya Agricultural and Livestock Research Organization (KALRO) to primarily promote, streamline, coordinate and regulate research in Crops, Livestock, Genetic resources and Biotechnology in Kenya. The Act establishes sixteen (16) Institutes and fifty-one
    (51) Centres/Sub-Centres within the Organization.

  • To achieve its mandate, strategic goals and to continue providing the requisite services to Kenyans, the KALRO Board of Management wishes to appoint a dynamic, innovative and experienced person to fill the position of Director, Human Resource Management and Administration (1 position).

  • This position has overall responsibility for leading KALRO’s strategic Human Resource and Administration functions to ensure the organization consistently has adequate and
    competent human resources to facilitate the delivery of strategic objectives through the effective management of the human resource value chain. The role is also responsible for effective provision of administrative services. The specific duties and responsibilities will entail:

  • Planning, organizing, coordinating and administering all human resource and administration activities in the organization;

  • Overseeing development and review of human resource and administration policies, rules and regulations;

  • Overseeing development of human resource plans and strategies;

  • Monitoring and coordinating implementation of human resource management policies, rules and regulations,

  • Developing and institutionalizing performance appraisal process,

  • Maintaining professional human resource management standards;

  • Advising on human resource planning and succession management;

  • Advising on career development and review of Career Progression Guidelines;

  • Coordinating organizational development and job reviews;

  • Interpreting labour laws and other statutes that impact on human resource in the organization;

  • Coordinating industrial relations and staff welfare;

  • Spearheading the development and implementation of human resource management system;

  • Spearheading assessment of skills and competence needs for the organization;

  • Overseeing budgeting, allocation and optimal utilization of training resources and opportunities;

  • Reviewing of terms and conditions of service;

  • Ensuring proper utilization of human resources in the organization and advising on proper deployment;

  • Ensuring compliance with all the statutory and regulatory requirements relating to Human
    Resource and Administration; and

  • Managing and developing staff.

    Requirements for Appointment

    For appointment to this grade, the candidate must have: -

  • Have served in the grade of Principal Human Resource Management Officer and above for a minimum period of three (3) years,

  • Have Bachelor’s degree in any of the following disciplines: - Human Resource Management; Personnel Management; Human Resource
    Development or equivalent qualification from a recognized institution;

    OR

  • Have Bachelors degree in any of the following disciplines:- Economics; Sociology; Business Administration; Public Administration; Commerce with Post Graduate Diploma in Human Resource
    Management/Development or Certified Public Secretary Part III or equivalent qualification from a recognized institution;

  • Have Masters degree in any of the following disciplines:- Human Resource Management /Development; Personnel Management; Personnel Administration; Manpower Studies or equivalent qualification from a recognised institution;

  • Have Certificate in A Strategic Leadership Course;

  • Have Certificate in computer applications from a recognized institution;

  • Have full membership of a professional body in the Human Resource field;

    Additionally, applicants must provide the following clearance from:

  • Kenya Revenue Authority;

  • Higher Education Loans Board;

  • Ethics and Anti-Corruption Commission; and

  • Criminal Investigation Department (certificate of good conduct).

  • Have demonstrated a high standard of professional competence, administration and general management capabilities necessary for creating team work. (d) Strong leadership, relationship, negotiation and collaboration skills;

  • Mentorship and coaching skills;

  • Integrity, good team playing and relationship building skills are requisite.

  • Excellent Communications and interpersonal skills;
