Background:

The Office for Democratic Institutions and Human Rights (ODIHR) of the OSCE is currently implementing the project “Advancing the Human Dimension of Security in Ukraine”.

The objective of the project is to uphold the human dimension of security in Ukraine by advancing the respect for human rights, strengthening democratic institutions and promoting tolerance in the society through capacity-building, co-operation and advocacy.

Towards this goal, ODIHR will continue building the capacity of Ukrainian civil society in human rights monitoring and safety and security, in which it has been actively engaged during the period 2015-2019 in Ukraine.

Building on a scoping visit in February-March 2018 in southern and eastern Ukraine and the identified needs of civil society in Ukraine, as well as taking into account the lessons learned and good practices from three recent Human Rights Monitoring and Safety and Security (HRMSS) trainings organized by ODIHR for Ukrainian human rights defenders in the period November-February 2019, ODIHR will further develop its gender-sensitive capacity building deliverables for human rights defenders in Ukraine.

To this end, ODIHR will oversee the implementation of its HRMSS methodology in practical human rights monitoring activities by five grassroots human rights defenders in southern and eastern Ukraine in the period September – December 2019.

Each human rights defender will be engaged in monitoring human rights and will deliver a monitoring and security plan that oultines the monitoring activities based on ODIHR’s human rights monitoring cycle (published by ODIHR in 2017).

The monitoring plan will be further developed and gender mainstreamed with ODIHR specialists during a series of 3-day workshops organized by ODIHR (one focusing on the monitoring aspects, one workshop on the security aspects) in Q3 2019.

During the implementation period ODIHR will conduct two on-site visits to measure progress and provide on-site asstistance to the selected human rights monitors.

To facilitate experience-sharing and a transfer of practical knowledge, each grassroots human rights defender will be assigned to a human rights defender with relevant human rights monitoring experience in Ukraine who will serve as a mentor and who will assist in the implementation of the monitoring activities and with the follow up (e.g. reporting).

At the end of the implementation period, both mentors and mentees will report back to ODIHR and provide recommendations to improve ODIHR’s HRMSS methodology.

For this purpose, ODIHR requires the services of a human rights defender engaged in human rights monitoring in southern and/or easthern regions of Ukraine (incl. Crimea) on the local and regional level, while using ODIHR’s HRMSS methodology.

Objective:

ODIHR’s overall objective is to use its HRMSS methodology to build the capacity of human rights defenders to observe, assess and report in a gender-sensitive manner on situations where there are credible allegations of serious violations of human rights.

This includes providing human rights defenders with basic tools and knowledge to address issues related to their physical, psychosocial and digital security when carrying out human rights work in a hostile or higher risk environment.

Tasks:

The consultant, in consultation with the ODIHR Human Rights Adviser, will design and deliver human rights monitoring activities in south and/or east Ukraine with the guidance and support of the mentor, and shall assess the practical implementation of ODIHR’s HRMSS methodology.

The consultant will draft a joint monitoring report with the mentor, covering the results of the implementation and recommendations to improve ODIHR’s HRMSS methodology.

The ownership of any practical outcomes of the monitoring activities, e.g. monitoring reports, will remain solely with the consultants.

Specifically, the consultant will be tasked to:

  • Using a pre-defined template, and in consultation with the Human Rights Adviser and the assigned mentor, design a gender-sensitive human rights monitoring and security plan, based on ODIHR’s HRMSS methodology. The plan will be further elaborated, and finetuned during two 3-day workshops organized by ODIHR in Ukraine in Q3 2019 (5 days);
  • Deliver, in cooperation with the assigned mentor, the human rights monitoring activities as foreseen in the monitoring plan in southern and/or eastern regions of Ukraine (incl. Crimea) in Q3 and Q4 2019 (15 days);
  • Based on the reporting template provided by ODIHR, and in cooperation with the mentor assigned by ODIHR, draft a joint monitoring report of max. 10 pages, outlining the results of the monitoring activities and providing recommendations to further strengthen ODIHR’s HRMSS methodology for human rights defenders in Ukraine. The report will include a section on the gender-related aspects of the practical implementation of ODIHR HRMSS methodology (5 days).

    Deliverables and schedule:

    The consultant is expected to:

  • Submit a draft human rights monitoring and security plan by 15 September 2019;
  • Participate in 3-day pre-monitoring workshop organized by ODIHR in September 2019;
  • Based on participation in pre-monitoring workshop, submit a revised human rights monitoring and security plan by 30 September 2019;
  • Participate in 3-day workshop on security during monitoring organized by ODIHR in October 2019 in Kyiv;
  • Submit a progress report based on pre-defined template provided by ODIHR by 30 October 2019;
  • In cooperation with the mentor assigned by ODIHR, implement the activites outlined in the above mentioned human rights monitoring and security plan by 16 December 2019;
  • Submit a second progress report, covering activities implemented in the period September – November 2019, by 30 November.
  • Submit a joint monitoring report of max. 10 A4 pages based on the results implementation by 15 December. The report should include an assessment of the practical implementation of ODIHR’s HRMSS methodology, and can be submitted in either Ukrainian, Russian or English.

    Qualifications:

  • University degree in law, human rights, political science, sociology or related area;
  • At least 2 years of relevant professional experience in areas relating to international relations, international human rights law and human rights monitoring;
  • Understanding of international human rights standards and OSCE human dimension commitments;
  • Excellent knowledge of ODIHR’s human rights monitoring training curriculum and methodologies and approaches used by other international organizations;
  • Excellent Ukrainian and/or Russian written and oral communication skills;
  • Demonstrated gender and cultural awareness, and an ability to integrate a gender perspective into tasks and activities.

    Period of Assignment and Remuneration:

    The consultant will work for 25 days in total during the period 1 September – 31 December 2019.

    Remuneration will depend on the selected consultant’s qualifications and experience and be in accordance with OSCE established rates. Coverage of travel expenses will be provided by the OSCE/ODIHR, in accordance with OSCE travel policies.

    The consultant will work from Ukraine during the delivery of services (1 September – 31 December 2019).
