Job Description


  • COVID-19 continues to spread globally at an alarming rate since it was first identified in the Wuhan municipality in China in December 2019.

  • The pandemic has reached almost all countries and territories in Africa.

  • Ethiopia confirmed its first index case in March 2020.

  • In order to respond to the COVID-19 pandemic, the Ethiopian Ministry of Health (MoH) and the Public Health Institute (EPHI) have established a national Emergency Operation Center (EOC) and provide oversight to the several sections that are focused on:

  • risk communication and community engagement;

  • surveillance case finding and tracing;

  • epidemiology and laboratory services;

  • case management, isolation and infection prevention and control;

  • logistics and supply chains;

  • point of entry and quarantine; and,

  • coordination planning and monitoring.

  • The Last Ten Kilometres (L10K) project’s long experience in strengthening health systems including community health systems will contribute to the government’s and other development partners’ efforts to minimize the impact of the COVID-19 pandemic.

    Management and Supervision

  • The Advisor will be based in the Emergency Operation Center (EOC) and reports to RCCE section chief and L10K project coordinator.

  • The Advisor is expected to submit daily and weekly work plans and performance reports to the RCCE section chief starting within the first week after arrival with a copy to L10K project coordinator.

    In addition, the Advisor will provide technical support to regional health bureaus to help them effectively engage local administrations, woredas, primary health care units and communities to successfully mitigate COVID-19 response in Ethiopia through supporting CE team to:

  • develop/adapt and implement community engagement tools and guides for primary health care
    workers, HEW, and community groups

  • build the capacity of regional RCCE teams to effectively engage local administrations, woredas, primary health units and communities

  • work closely with other partners to implement community engagement efforts including addressing fear of seeking health care and mitigation of stigma and discrimination efforts

  • strengthen community COVID-19 response coordination platforms at all levels

  • ensure functionality of coordination platforms at all levels

  • conduct mapping of partners and their efforts in COVID-19 responses to harmonize and synergize COVID-19 response efforts

    Job Requirements

    Skills and Competencies

  • Minimum of master degree on public health and a degree in medicine/health officer/nursing/midwifery/Health education, communication and promotion

  • A minimum of 5 years experience in planning and implementation of health promotion, community engagement or other related health programs

  • Knowledge and experience of the Ethiopian health system

  • Experience working in emergency response like epidemics

  • Experience in coaching and capacity building skills

  • Experience in working with different stakeholders, sectors and partners

  • Good skill in communicating, organizing group discussion, and coordination

  • Committed to work in hardship conditions

  • Strong result orientation

  • Good computer skill

  • Fluency in English and Amharic
