Reporting to the Senior Finance Officer, the Finance Officer is responsible for providing financial support to UNICEF project and related programs to ensure the smooth running of the office in Uganda.

This includes handling day to day financial operations of the Uganda office, with particular emphasis on handling accounts payable and receivable, expense reports, cash handling, payments and compliance to Jhpiego and donor financial policies.

Implements and maintains an on-site financial accounting and bookkeeping system required to assure the integrity and effective performance of Jhpiego’s financial operations. This position is based in Kampala.


Responsibilities


  • Examines financial documents such as invoices, vouchers, advance requests, expense reports, and purchase orders to ensure the completeness, accuracy, reasonability and validity of financial data.
  • Maintains, monitors, and disburses funds from the project bank account(s) in accordance with Jhpiego’s financial policies and procedures as outlined in the Jhpiego Finance and Accounting policies manual for country offices, QuickBooks Manual, Banking Policy, Procurement Policy and any other policies.
  • Ensures that accounting documents are filed on a timely basis, proper accounting records are maintained and compatible with standard accounting practice, JHU/Jhpiego and donor guidelines.
  • Monitors and reconciles supplier statements on regular basis and ensures timely settlement of bills.
  • Preparation of monthly bank reconciliation.
    Monitors and reconciles travel expenses and project expenses to individual advances to ensure they are liquidated in a timely manner.
  • Codes, tracks, and processes vendor invoices, consultant invoices and travel advances for payments on a timely basis.
  • Posting entries into the accounting system on a daily basis.
  • Assist the Sr. Finance Officer in preparation of monthly financial reports, accruals and projections, and any other financial reports.
  • Develops detailed activity reports and expenditure analysis per program to be shared with the Sr. Finance Officer and program staff, and also prepare monthly invoices to Malaria Consortium for re-imburesment.
  • Work with the Sr. Finance Officer to develop annual budgets for program activities and office costs.
  • Prepare DA1 VAT exemption forms
    and maintain all records relating to VAT exemption applications to donors, refundable VAT from suppliers, etc on a regular basis.
  • Regularly educate staff on and ensure compliance with Jhpiego and donor requirements/processes, and suggest mitigation measures for any non-compliance issues to the Sr. Finance Officer.
  • Provide guidance/feedback to the Sr. Finance Officer to ensure the sound functioning of the Jhpiego Uganda office.
  • Assume other duties as assigned.


    Requirements


  • Degree in Accounting, Finance, or Business Administration
  • Minimum of final stage of CPA (U) or equivalent
  • Minimum of three years relevant experience in financial analysis and reporting, cash flow analysis, budget development and forecasting.
  • Knowledge of USAID Rules and Regulations would be an added advantage.
  • Previous experience with nonprofit organization will be an added advantage.
  • An understanding of maintenance of ledger entries, books keeping skills and bank reconciliations.
  • Computers skills including use of spreadsheets and/or accounting packages
    Knowledge of Generally Accepted Accounting Principles, GAAP.
  • Knowledge of internal controls and their application
  • Excellent organizational skills, detail-oriented and high degree of accuracy;
  • Strong analytical skills and sound judgment.
  • Excellent interpersonal skills to effectively interact with all levels of staff and partners.
  • Good oral and written communication skills to effectively communicate findings and analyses
  • Ability to work independently and as a member of a team.
  • Be self motivated, proactive and have a positive attitude to work requiring minimum supervision.
