  • The International Rescue Committee (IRC) seeks a Deputy Chief of Party (DCOP) for the $25 M – 49.9 M PROPEL (Promoting Results and Outcomes through Policy and Economic Levers) Round 2 opportunity. Overall, the PROPEL Annual Program Statement (Promoting Results and Outcomes through Policy and Economic Levers) will focus on policy, advocacy, health financing and governance activities as well as technical assistance, and transition initiatives for family planning and reproductive health (FP/RH), and FP/RH integration with maternal health, HIV/AIDS, and other health areas.

  • FP/RH integration across health, gender, youth, health equity, capacity development, and private sector engagement are all central to this APS. For Round 2 - PROPEL Adapt - the specific focus will be on policy, advocacy, financing, and governance (PAFG) unique to fragile settings, including responses to country epidemics or global pandemics such as COVID-19.

  • The DCOP will have primary responsibility for overseeing, supporting, and mentoring country teams working in fragile settings to strengthen the resiliency of host country institutions to prepare for and recover from shocks, facilitating global, regional, and country-level partnerships, and achieving the project’s stated goals in country level programming.

  • They will be responsible for the day-to-day management of the project, including the responsibility for overall financial accountability, staffing, and program delivery. The person in this role will also have the principal responsibility for representation of the project with host country counterparts and other actors in the project-supported countries. They will also act for and represent the Chief of Party, as necessary.

  • This position is contingent on award from USAID.

    Major Responsibilities

    • Responsible for supporting the Chief Of Party (COP) in the day-to-day management of the project, including financial accountability, staffing, work planning, and reporting.

    • Manage staff in a matrixed system with a focus on adaptive management.

    • Support the development of the monitoring, evaluation, and learning plan and ensure linkages between evidence generation, global dialogue, and country actions while supporting global leadership.

    • Oversee and review technical writing products and deliverables.

    • Support the COP to provide management and implementation oversight and technical direction for health activities.

    • Oversee on-going quality assurance and quality improvement for technical activities.

    • Develop and maintain relationships with partners,
    and stakeholders at country and global levels.

    • Represent the COP, as necessary, to USAID, implementing partners, host country governments, project stakeholders, and counterparts in the public and private sectors.

    • Identify issues and risks related to project implementation in a timely manner and ensures appropriate program adjustments.

    • Perform other duties and responsibilities as required.

    Experience and Qualifications

    • Master’s degree or equivalent work experience in a relevant field.

    • Minimum of 6-8 years of substantial experience in RH/FP, policy development, governance, and/or health financing.

    • Successful experience as DCOP or similar senior role for large donor-funded technical assistance teams for activities of similar magnitude and complexity in fragile contexts.

    • Demonstrated ability to work collaboratively in a cross-cultural environment with other implementers and teams carrying out USAID- and other donor-funded programs, including activities in different sectors.

    • Adept in strategic planning, budgeting, adaptive management, and supervision.

    • Experience in leading similar projects in fragile and conflict-affected settings, involving management of multi-million-dollar budgets/portfolios and coordination with multiple programs and partner institutions.

    • Experience in applying conflict sensitive approaches within project design.

    • Strong leadership, analytical and organizational skills.

    • Excellent interpersonal skills and ability to interact professionally with donor, project partners, in-country collaborators, and staff at all levels of the organization. Proven ability to convene/chair high profile meetings and productively interact with a wide range of organizations (e.g., government, private sector, NGOs, and research institutions).

    • Demonstrated experience in effectively engaging partners and managing multi-partner collaboration in the field;

    • Demonstrated ability to manage staff and decentralized branch/field offices;

    • Fluent English oral and written communication skills.

    • Familiarity with USAID projects, compliance and reporting preferred.
