Job Description

  • Communication and Knowledge Management Support to USAID Local Partners

  • IntraHealth International is seeking proposals from qualified Communication and Knowledge Management consultants or consulting firms to provide support to USAID local partners in developing a communication strategy, guidelines, and tools/templates to effectively manage, document, and share project/program information with internally and externally audiences.

    About Accelerating Support to Advanced Local Partners (ASAP) Project

  • ASAP is a USAID contract funded through an Indefinite Delivery, Indefinite Quantity Contract (IDIQ) led by IntraHealth.

  • The purpose of the contract is to rapidly prepare Local Partners to have the capabilities and resources to serve as Prime Partners for USAID/U.S.

  • President’s Emergency Plan for AIDS Relief (PEPFAR) programming, in compliance with USAID and PEPFAR procedures.

  • As part of the capacity development effort, ASAP will support ten USAID Local Implementing Partners (LIPs) to develop and/or enhance communication and knowledge management strategy, guideline, process, and tools.

  • This will help the LIPs to establish an efficient and effective system and process to facilitate systematic information gathering, organization, documentation, and sharing with diverse audiences within the organization, donors, stakeholders, and wider external audience.

    Responsibilities and tasks of the consultant/consulting firm

  • The successful consultant/consulting firm is expected to develop a communication strategy, implementation guideline, knowledge management system and tools/templates that comply with USAID branding, marking and style and communication guidelines for the ten USAID local implementing Partners (7 based in Addis Ababa & three outside A.A: Kombolcha, Bahir-Dar, and Dugda/Meki towns): Specific tasks include:

  • Conduct an assessment of each local organization to understand their current Communication and Knowledge management status

  • Review existing LIPs communication strategy, guideline and templates/tools and make a necessary revision to ensure compliance with USAID requirements

  • Develop or adopt communication strategy, guideline and templates/tools for internal and external communication need

  • Develop knowledge management system to better document and disseminate program success and organizational visibility

  • Provide technical guidance in establishing a system for communication, documentation, and dissemination of program implementation success stories, lessons learned and various publications within the organizations and external
    stakeholders and audiences

  • Prepare checklist guide for collection, documentation, and dissemination of project information and achievements

  • Provide training/orientation to LIPs on USAID branding and marking and communication guidelines to ensure compliance when developing and disseminating project publications and success stories

  • Assist in developing, managing and maintaining project page on the SharePoint or similar platform so that information and data is accessible to employees

  • Provide technical support to LIPs in producing project success stories, lessons learned, fact sheets, news brief, and blogs and disseminate through appropriate communication channels

    Key Deliverables

  • Organization specific communication strategies

  • Implementation guidelines

  • Tools and templates for various communication needs e.g. success stories, new brief, fact sheet...

  • Success stories for each partner

  • Report on training/ technical assistance

    Job Requirements

    The communication and knowledge management consultant/consulting firm should have

  • Master’s degree in information science and Communication or related fields with a minimum of 8 years’ relevant experience of which 2 years in knowledge management

  • Demonstrated understanding of USAID branding and marking guideline and Communication guidelines

  • Experience in designing/developing a communication strategy and Knowledge Management platform and other communication materials e.g. success stories, technical briefs, reports…

  • Experience in providing Organizational Capacity Development Technical Assistance

  • Good understanding of the local context specifically HIV/AIDS and public health

  • Ability to work with a high level of independence, using own initiative

  • Demonstrate interpersonal communication skills, analytical skills and ability to work effectively in a team.

  • Strong organizational and document management skills

  • Excellent computer skills (MS Office, Access, Excel, Web-based file transfer facilities, basic Graphic Design software, etc.)

  • Experience of working effectively in a diverse team and maintaining good working relationships

  • Excellent oral and written communication skills in English

  • Business license, TIN certificates, and competency certificate to conduct such assignments
