Purpose and General Overview

  • The Country Representative provides unity of mission, policy and programme coherence, and optimized programme management – including budget transparency and accountability – across Interpeace programmes in Ethiopia. More specifically, s/he:

  • Provides leadership and coordination of country programme staff, and supports implementation of the strategic direction and delivery of programmes in Ethiopia as necessary to enable Interpeace to implement its mandate
    In line with organizational priorities, develops the country portfolio in size and scope to ensure the relevance of Interpeace and its work to the contemporary context of the country

  • Coordinates and manages existing programmes ensuring high quality delivery of all agreed outputs on schedule and within agreed budgetary and financial management parameters

  • Develops and maintains relationships at both leadership and programmatic/working levels with the highest levels of government, partners, donors and others necessary for the development and management of Interpeace programmes in Ethiopia

    Duties and responsibilities

  • Design, develop, implement, monitor and evolve the country strategy, in line with Interpeace overall strategy and the organisational change framework.

  • Provide constant analysis of the political context of the country and ensures a flexibility and adaptive programming approach which is responsive to shifts in the socio-political context.

  • Design, develop, implement, and monitor political engagement and communication strategies that maximizes visibility, builds strategic partnerships at the highest level, while mitigating any risks that could arise from political engagement and communication.

  • Captures and communicates effectively programmatic needs and achievements and use these to build strong relations with donors and government to ensure that they are well informed and satisfied with the programme’s impact and to attract new funding and new strategic partners.

  • Builds strong relations with other programmes in the region and collaborate with other representatives and regional representatives to contribute to the establishment or cross-border and regional programmes.

  • Provides leadership according to Interpeace’s values, vision and mission at the country level
    Contributes to developing and maintaining a strategic framework for Interpeace’s institutional relationships

    Programme Management and Development

  • Oversees and coordinates the programme portfolio to ensure the highest level of project quality and accountability.

  • Provide strategic leadership to innovate, adapt and strengthen existing programme work at country level to maximize the programmatic impact.
    Ensure strong coherence in the country programme and ensuring that projects, teams
    and staff have strong synergies.

  • Ensure a strong strategy to regularly review and reflect on programmatic achievements, to capture the changes that the programme contributes to in an effective way.

  • As the country programme’s budget holder, ensure that there is strong financial oversight and that country teams are adequately resourced.
    Ensures timely forward-looking consideration and delivery of options to secure funding for extended programme work where relevant>

  • Supports formulation of new proposals in coordination with the Programme Development Unit, including contributing to the drafting of proposals

  • Coordinates the production of timely quality programme reports in line with Interpeace and donor requirements.

  • Leads on the preparation of actor and context mapping aimed at improving Interpeace’s ability to develop new and innovative programming.

  • Monitors openings for funding, in particular from new and diverse sources, and advises Interpeace colleagues of relevant opportunities.

    Management – institutional coherence

  • Accountable for compliance of Interpeace programmatic work in-country with Interpeace internal controls including decision-making processes and other institutional requirements
    Accountability for compliance to Interpeace policies, including employment manuals, financial manuals, procurement manuals, gender policy and other relevant policies.

  • Ensure that our programming and staff management is in line with Interpeace overall strategy, institutional change framework and overall values, vision and mission at the country level.

  • Provides regular information briefs about the country work to the SRP and SDPM.


  • Candidates with relevant qualifications, experience, a tertiary degree, and fluent in English and Amharic, are invited to apply. Additional local language knowledge is an asset.

  • Tertiary degree in peace-related studies, social or political science or other relevant fields
