  • The IRC has been working in Uganda since 1998 supporting IDPs, refugees and various institutions in the country notably the government, community based organizations, the civil society and the private sector.

  • The current program portfolio in Uganda includes health, economic recovery and development, protection, and prevention and response to gender-based violence (GBV). IRC has its country office in Kampala and works in Yumbe/Bidibidi, Arua/Imvepi and Omugo, Kitgum, and Moroto.

    Scope of Work

  • The Women’s Protection and Empowerment (WPE) Project Manager will work as a lead for a project addressing prevention and response to sexual exploitation and abuse in humanitarian settings.

  • The project will run from September 15, 2019 to September 14, 2021 in Bidibidi. The Project Manager will manage one to two Project Officers. Specific activities of the project include:

  • ​ An annual workshop to design and share learning with all project partners

  • Ongoing listening sessions with women to capture feedback and evaluate community complaints and sexual exploitation and abuse (SEA) reporting and investigations mechanisms

  • Participation and support to UNHCR’s inter agency PSEA action group

  • ​ Strengthening information management and training of WPE response team on SEA response

  • ​ Partnering with women’s rights organizations and an ICT/digital partner to co-design and implement a digital or phone based element to SEA reporting and accountability mechanism, including an ICT assessment, pilot approach, feedback, and reporting

  • Partnering with Raising Voices to develop an organizational change approach to address sexual harassment and SEA and support women’s rights organizations to pilot


  • Oversee piloting of PSEA project including work with external partners

  • ​ Participate in annual workshop to design and share learning with all project partners

  • Participate in monthly planning and support calls with WPE Technical Ad visor, ICT
    Specialist and project lead

  • ​Lead and oversee implementation of listening sessions with women about access to community complaints and PSEA reporting and investigations mechanisms

  • Build strong working relationship with UNHCR, Child Protection and Protection agencies

  • Work with UNHCR to introduce ToR for PSEA action group and engage key actors to participate

  • Participate in and support UNHCR’s monthly PSEA action group meetings

  • Co-facilitate with the WPE Technical Advisors training for GBV, child protection, PROL

  • HR inter agency participants in SEA investigation partnership with two Ugandan Women

    Rights Organizations

  • ​ Work closely with ICT/digital partner to co-design and implement digital element of improved reporting and accountability mechanism

  • Participate in adaption workshop of Get Moving! with Raising Voices and regional Gender Equality Advisor and support piloting

  • Introduce Ugandan women’s rights organization to agencies in camps and support agreement with UN and INGOs to pilot approach and support first cycle of Get Moving!

  • Bachelor’s degree in Social Work, Gender/Women Studies, Public Health, or other appropriate fields

  • Minimum of 4 years’ experience in the field of gender-based violence response, preferably working with refugees or conflict affected populations


  • Experience facilitating inter -agency coordination processes

  • Experienced GBV expert Commitment to women’s rights work and movement building

  • Confident public speaker

  • Strong interpersonal skills and commitment to partnership

  • Desirable, previous experience working on PSEA, conducting investigations, setting up community complaints mechanisms.
