    Context:

    Under the overall supervision of the Regional Director for Southern Africa and direct supervision of the Project Coordinator (PRM Africa) and in close coordination with the Project Assistants in target country offices and relevant Regional Thematic Specialists (RTS) at the Regional Office (RO) for Southern Africa in Pretoria, the successful candidate will be responsible and accountable for providing support to facilitate the implementation and monitoring of the Bureau of Population, Refugees, and Migration (PRM) Africa Programme.

    Core Functions / Responsibilities:

  • Support with coordinating the implementation of all IOM activities of the PRM funded programme for Africa with target missions.
  • Provide guidance, technical information, and facilitate information sharing for the implementation of the PRM Africa Programme in coordination with relevant country offices in Southern Africa, other Project Assistants, Project Managers and the Migrant Protection and Assistance (MPA) Regional Thematic Specialists in Horn of Africa, North Africa, Central Africa and West Africa, and other relevant units across all four regions.
  • Monitor, coordinate, and follow up on the implementation, logistical and administrative arrangements of the PRM Africa Programme to identify problems and propose action to expedite the delivery of outputs.
  • Analyse progress and implementation reports to identify and document significant project events, decisions, problems, or deviations in project activities, budget expenditure and flag to the Project Coordinator (PRM).
  • Assist in implementing and monitoring operational, financial and administrative components/aspects of the projects in close coordination with colleagues in the target Missions, relevant units in RO Pretoria, and IOM Washington.
  • Provide information and guidance on the proper utilization of standard operating procedures, manuals, guidance notes, Monitoring and Evaluation (M&E) tools (in coordination with the M&E Officer) and methodologies in the implementation of project activities.
  • Identify and make recommendations to the Project Coordinator (PRM) on implementation improvements in the project delivery and coordination.
  • In coordination with the Project Coordinator (PRM), Project Managers, Regional Media and Communications Officers in Pretoria, Cairo, Dakar and Addis Ababa, monitor and facilitate the flow of information sharing related to the PRM project to enhance visibility, accurate website updates, and press briefings.
  • Support IOM Pretoria MPA portfolio to promote effectiveness
    and best practices, coherence and integrity, as well as to build linkages with other project activities in the region.
  • Support project development efforts for the continuation of existing projects as well as new projects in the related field, in close coordination with the RTS, Regional Project Development Officer (RPDO) and other project development staff.
  • Facilitate the mainstreaming of gender issues in the capacity building activities and other initiatives of the programme.
  • Undertake duty travel relating to project assessments, liaison with counterparts, and project implementation, as required.
  • Perform such other duties as may be assigned.

    Required Qualifications and Experience:

  • Master’s degree in International Relations, Business Administration, Political Science, Law or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.
  • Experience in project development, implementation and monitoring, and/or programme management;
  • Experience liaison with donors and government counterparts;
  • Knowledge of project formulation, management and evaluation techniques and practices;
  • Experience providing support to national efforts in training/capacity building, legislation, and

    US funded programmes would be an advantage;

  • Work experience with international organizations, non-government institutions/organizations in a multi-cultural setting and/or humanitarian emergency experience would be an advantage.
  • Fluency in English and French is required. Working knowledge of Spanish is an advantage.

  • Internationally recruited professional staff are required to be mobile.
