Founded in 2011, the International NGO Safety Organisation (INSO) is an international charity that supports the safety of aid workers by establishing safety coordination platforms in insecure contexts. INSO provides registered NGOs with a range of free services including real-time incident tracking, analytical reports, safety related data and mapping, crisis management support, staff orientations and training.

INSO services help NGOs with their day-to-day risk management responsibilities and improve their overall situational awareness to support evidence-based humanitarian access decisions.

The Organisation has grown from innovative start-up to become a globally recognised charity and a valuable component of the humanitarian safety coordination system.

Today the Organisation provides daily support to more than 850 NGOs in twelve of the world’s most insecure countries and has earned a strong reputation for performance, principles & professionalism.

Responsibilities

  • Manage, lead, orient, train, supervise and discipline all staff under immediate supervision
  • Manage the day-to-day operation of the information management unit;
  • Written performance objectives are in place for 100% of staff under direct management;
  • Regular performance monitoring sessions are in place to identify strengths, weaknesses and actual performance;
  • Ensure that INSO staff adhere to existing policies and procedures and underperforming staff are disciplined in accordance with policy;
  • Create a friendly, respectful and vibrant environment within the office;
  • Ensure that any new staff are effectively oriented and settled into their roles;
  • Provide necessary information management technical support and advise to the teams;
  • Ensure the quality of information management systems and products in place.
  • To oversee, lead, and manage INSO partner registration
  • Develop and maintain a thorough understanding of the INSO NGO registration guidelines as detailed in the SDS;
  • Clearly understand the INSO definition of an NGO (as detailed in the Scope of Services) and ensure with the input of the Director that this is applied in all registration requests;
  • Guarantee that INSO’s Partner Portal is being routinely monitored and maintained, that all registration requests are being answered within 48 hours and oversee continuous profile completion by NGOs;
  • Oversee communication with all NGOs regarding INSO’s registration guidelines, registration updates and scope of services;
  • In collaboration with the Director, review the existing NGO member list and reflect on ways to expand, with particular focus on CO NGO’s;
  • Oversee the quick resolution of service delivery issues to NGOs via Sendgrid and in coordination with the OSO INFO/IT team.
  • Oversee the guided implementation, updating and management of the INSO CHDC database

  • Monitor and analyse CHDC development and implementation;
  • Be the end responsible for the CO incident database;
  • Develop and maintain a thorough understanding of INSO Database category guidelines and structure;
  • Oversee that on a weekly basis the weekly regional incident lists are collected and that all are correctly entered into INSO’s CHDC database, with particular focus on correctness and completeness of all category cells;
  • Review and correct all weekly data before handing it over to the Director. Ensure that all Alerts/Reports have been recorded inside the list. Re-verify that all sensitive information – such as NGO names – is removed from the narrative;
  • Reintegrate previously unreported incidents as per direction of a SA/Deputy Director;
  • Be the end focal point for INSO OSO for all CHDC related issues;
  • Provide CHDC guidance and training to staff supervised by you as well as other operational staff as needed;
  • Be the end responsible for handing in updated monthly data on the 8th of each month to the OSO IM (as long as data is still handed in via an excel sheet). Guarantee timely follow up on all issues and incident data correction requests;
  • Facilitate the production of both scheduled and ad hoc services;
  • Supervise the production of the scheduled and ad hoc reports, data processing and report preparation;
  • Develop and update infographics within the CHDC Analysis portal as well as with third party applications;
  • Train and manage supervised staff in the creation data visualization within and outside of CHDC;
  • Assist the Director in preparing presentation materials for CD roundtables.
  • Oversee assistance to the SAs, as per SA needs for the preparation of presentations;
  • Develop in collaboration with director satisfaction surveys and be responsible for the collection and analysis
    of the survey data;
  • Review the data in the documents and reports before the publication.
  • Oversee Conception, preparation and production of maps
  • Manage and provide advisory and technical services including use of Geographic Information Systems (GIS) and cloud-based technologies;
  • Identify NGO map information needs and opportunities, in collaboration with the Programme team and under the supervision of the Deputy Country Director;
  • Follow the Standard Delivery Services of INSO mapping products in line with INSO’s global mapping standards and guidelines;
  • Oversee the production and maintenance of high-quality, security-relevant static maps, including: security incident mapping, area of influence mapping, detailed risk maps for key roads and cities, NGO presence map;
  • Work with Programme team and Country Director and oversee the production of standard map products for bi-weekly/quarterly reports and roundtable meetings and ensure they are produced in a timely manner. Produce ad hoc maps for those outputs as requested;
  • Work closely with the Information Officer and GIS officer to ensure accurate and regularly updated/dynamic linkages between GIS maps and INSO’s Incident Database. More specifically, ensuring the regional teams are entering GIS and incident data correctly into the list template;
  • Provide GIS and mapping training to directly supervised staff, on how to improve maps for scheduled services for Biweekly and Quarterly in line with INSO’s mapping guidelines;
  • Proactively identify and propose opportunities for appropriate products, as well as services (additions to SR/TWs, Bi-weekly, Quarterly, and/or round tables).
  • IT management and supervision
  • Be the main focal point and liaison for IT related topics between OSO IT and the country IT team;
  • Monitor and report IT related security issues, incidents and gaps;
  • Oversee and ensure the implementation of all IT policies within CO;
  • Ensure INSO staff have access to all relevant software and hardware in coordination with OSO IT (where necessary);
  • Ensure that supervised IT staff handle all IT requests from start to completion;
  • Assist OSO IT in the roll-out of updates, applications, and policies and provide guidance to country staff on any IT related changes.

    Requirements

  • Experience in security and/or political mapping.
  • Knowledge of analytical software (Tableau, SPSS, PowerBI).
  • Prior knowledge of South Sudan context is an asset, working experience in this region a plus.
  • Working experience with humanitarian organizations, particularly with NGOs.
  • Staff management experience.
  • Ability to identify issues, analyse and participate in the resolution of issues/problems.
  • Excellent communication, organizational and managerial skills.
  • Demonstrated understanding of humanitarian principles and practices.
  • Ability to work effectively and efficiently unsupervised.
  • Strong work ethic and capacity to take responsibility for his/her own actions.
  • Meeting of tight deadlines, with the availability to work during weekends if necessary.
  • The holder must safeguard the access of information by unauthorized parties.
