Job Description

Employee Position Summary

  • Under the direct supervision of HR and Admin Manger, the post holder is expected to meet the quality standards of child safeguarding and PSEA awareness in Ethiopia mission and ensure legal compliance in all IMC operations.

    General Description of the Role and Objectives

  • The Senior Safeguarding & Legal Advisor will be responsible for leading PSEA/Child Safeguarding efforts and handling all legal issues for IMC Ethiopia mission; liaising with the legal advisor on all legal related matters.

  • Working closely with the Legal Advisor, S/he will review and provide advice, from the legal perspective, on documents (contracts, agreements etc.) issued by IMC and those coming from the government and other partners.

    Key Areas of Accountabilities

  • Organizing and facilitate Safeguarding and Respectful work place and Ethical work practices, PSEA awareness training for staff, volunteers, beneficiaries and other representatives of project implementation areas.

  • Identify PSEA/safeguarding high risk programs, conduct risk assessment, identified mitigation strategies and record, monitor and update the status on the identified risk in collaboration with program managers and HR focal points at field level.

  • Develop bi-annual learning based on the identified risks and challenges.

  • Ensure workplace ethics posters, safeguarding and PSEA messages are displayed in local language at all project offices.

  • Identify project level contact person for beneficiaries and ensure local reporting procedure is updated and displayed in project implementation areas.

  • Participate on investigation process on preliminary data collection, interviewing and follow up on the remedial actions as relevant.

  • Compile and submit monthly report on mandatory trainings, complaints tracking sheet, safeguarding and PSEA activities to HR and Admin Manager.

  • Participate in PSEA network meetings

  • Support local partners on training, risk assessment and other technical support as identified by the partner.

  • Provide orientation on mandatory trainings including child safeguarding to all staff, rental drivers, consultants and volunteers etc at initial and refreshment level.

  • Facilitate translation of materials, editing and disseminate messages for various groups and monitor to ensure understanding.

  • Support on mapping of focal points at project areas to ensure reported cases are referred to relevant stakeholders.

  • Provide technical support on legal review of important documents such as employment/termination/warning letters, service/employment/partners agreements from different departments that requires legal inputs before approval signature.

  • Maintain a record on copies of all court decisions and document same for future use; avail them at the Head Office

  • Present written progress report on cases at hand on a monthly basis and update litigation tracker sheet on quarterly basis.

  • Prepare interim or casual report on legal cases, as required by supervisor

  • Ensures that all policy and procedure manuals of IMC Ethiopia are in accordance with the local laws

  • Provide guidance and training to Human Resources staff and management on legal requirements and conditions put under the Labour Proclamation
    as and when required

  • Participate in disciplinary issues investigation process

  • Ensure all agreements, MoU, policies of IMC are gender sensitive.

  • Act as a role model and provide feedback to encourage others in supporting employment equity and diversity principals, and the accommodation of others differences in the workplace. Models the flexibility required for working in a diverse environment.

  • Perform other duties as assigned by immediate supervisor

    Job Requirement

    Qualifications and Experience

  • First degree in Law from recognized University with a minimum of 5 years of experience in related field; experience in legal courts is an advantage

  • Proven experience on child protection, education, social work, Child safeguarding, legal counselling service or related area.

  • Proactive in providing legal advices on the possible outcome of actions, decisions etc.

  • High level of integrity, discipline and professionalism; ability to maintain confidentiality of information and processes

  • Very good in both verbal and written English.

  • Highly organised, motivated, capable to learn and develop,

  • Able to work independently.

  • Willing to travel occasionally to the field

  • High commitment to confidentiality

  • Experience on facilitation and coordination of training and workshops

  • Strong computer skills, including the use of email, internet and Microsoft office

  • Experience and knowledge on child safeguarding and PSEA

  • Experience and knowledge of local law proclamations.

  • Experience on legal counselling and related area

  • Experience on humanitarian response programs

  • Team oriented, flexible and creative approach; keen to take initiative where appropriate.

  • Speaking and writing of local language (Afan-Oromo and Somali)
