  • The International Livestock Research Institute (ILRI) seeks to recruit a consultant to support Southern African Development Community (SADC) and its member states to develop plausible future-oriented climate-resilient pathways for sustainable and equitable economic growth and socio-economic development, with a special focus on agriculture and natural resources.

  • These pathways will be used to assist in policy planning and prioritization and to help build capacities for strategic planning, regional prioritisation and foresight.

  • The work will help advocate for an integrated regional approach to support the SADC Common Agenda while ensuring that actions are widely applicable and scalable across the region.

  • There is a considerable foundation of existing scenario and analysis work on which the consultancy can build

  • The International Livestock Research Institute (ILRI) works to improve food and nutrition security and reduce poverty in developing countries through research for efficient, safe and sustainable use of livestock.

  • It is the only one of 15 CGIAR research centres dedicated entirely to animal agriculture research for the developing world.

  • Co-hosted by Kenya and Ethiopia, it has regional or country offices and projects in East, South and Southeast Asia as well as Central, East, Southern and West Africa.

    Background

  • The International Livestock Research Institute (ILRI) and the CGIAR Research Program on Climate Change, Agriculture and Food Security (CCAFS) seek to recruit a consultant to lead a participatory process for the development of climate resilient pathways for the Southern African Development Community (SADC).

    Scope of work

  • Climate risk analyses and syntheses of previous participatory scenario processes for the region will be used as the basis for a set of regional workshops involving broad participation of regional state and non-state actors.

  • The purpose is to develop participatory scenario narratives, leveraging on existing regional dialogue platforms of SADC and CCARDESA to interact with appropriate regional stakeholders.

  • Participatory scenario narratives will be developed around a normative vision for future regional integration at the broad SADC level, with respect to the implications of this vision on the agricultural sector in particular.

  • Workshop reports will document the shared vision of what regional integration and the agricultural sector in SADC may look like in 2035, in view of the major climatic, economic, social and technological uncertainties that may prevail.

    Specific Responsibilities Include

  • In close cooperation with the ILRI team and with SADC and partners (including GIZ, FANRPAN, CCARDESA, ACCRA, CCAFS), based on a review of current project landscape and stakeholder relationships, strategically convene and oversee a multi-stakeholder dialogue platform involving broad participation of regional state and non-state actors.

  • Design, implement and facilitate a series of participatory workshops to (1)
    develop consensus around a shared, normative vision of SADC in 2035 with respect to future regional integration and (2) co-develop with key regional policy actors narratives that outline plausible development pathways towards the vision that take account of the major climatic, economic, social and technological uncertainties that may prevail, with a focus on the agricultural sector and natural resources.

  • Thoroughly document the workshops and their results and contribute to the development of communication and dissemination material tailored for different groups of stakeholders.

  • Interact regularly with GIZ and the SADC Secretariat in Gaborone to plan and adaptively manage the process and validate and communicate findings, as well as attempt to ensure that as far as possible the work is linked to ongoing processes such as the SADC Climate Change Strategy Review.

  • A detailed workplan will be developed with the consultant within four weeks of the position’s starting date.

    Final Products

  • A set of participatory workshop reports generated, based on agreed content structure.

  • Alternative climate resilient development pathways explored, developed and documented for the SADC region with respect to the agricultural sector and relevant development outcomes to 2035.

  • Contributions to communication and dissemination materials that are developed for on-line training purposes.

    Consultancy Fee Lumpsum, payable based on delivery of outputs

    Post Location Home-based, but must be within the SADC region

    Duration 13 January to 31 July 2020

    Expected Places of Travel Gaborone, Botswana; elsewhere within SADC as appropriate

    Essential Skills and Qualifications

  • PhD or MSc plus 10 years of experience in an appropriate discipline

  • At least 10 years’ relevant experience in development research, policy and practice, with wide experience in the design and implementation of scientific scenarios processes in multiple countries and situations.

  • Deep knowledge of scenarios science and considerable experience of applying scenarios processes in southern Africa.

  • Strong practical facilitation skills and demonstrated capability of designing and guiding complex participatory processes and co-production of knowledge and demonstrated policy impact.

  • Demonstrated capacity in building highly effective results-orientated, multi-institution and government partnerships.

  • Highly-developed communication skills in multicultural contexts and with highly diverse audiences.
