Integrated Programming Learning and Change Management Consultant in Kenya


  • MSP aims to assist USAID/Kenya to learn from past experiences with organizations implementing integrated programming.

  • In addition, MSP aims to assist USAID/Kenya to initiate a plan to develop the organizational structure, processes, culture, and policies to effectively implement its CDCS.

  • Therefore, MSP seeks to engage a short term technical assistance (STTA) consultant or team of consultants to review lessons learned, analyze USAID/KEA programming and operations, and develop an organizational learning and change management plan to implement the 2020-2025 USAID/KEA CDCS.

    Responsibilities / Tasks

  • Review lessons on integrated programming at USAID and similar organizations.

  • Analyze USAID/KEA programming and operations in relation to requirements to effectively manage their 2020-2025 CDCS.

  • Recommend programming and operations changes to USAID/KEA to effectively manage the 2020 – 2025 CDCS. This may include, but is not limited to, PAD management; roles and responsibilities for programmatic decision-making; Mission organization for program management and decision-making; how to “do business differently” as determined in the 2020-2025 CDCS, including county engagement and private sector engagement.

  • Share lessons learned on integrated programming, analysis of USAID/KEA, and recommendations with USAID/KEA and USAID/Washington internal stakeholders.

  • Develop an organizational learning and change management plan to implement programming and operations changes at USAID/KEA.

    Deliverables

  • An analysis of USAID/KEA programs and operations with recommendations on changes needed to implement an integrated strategy.

  • An organizational learning and change management plan to implement the 2020 – 2025 CDCS.

    Consultant or Team Requirements

    Preferred Knowledge, Skills, and Experience

  • Experience working closely with at least one USAID program office at a USAID Mission

  • Knowledge of USAID policies, procedures, and regulations, especially regarding project development, project management, activity design, and activity management

  • At least five years of experience working in international development

  • A Bachelor’s degree, Master’s preferred

  • Interview and informant information sourcing skills

  • Strong written and oral communication skills

  • Knowledge of more than one of USAID technical sectors

  • Organizational learning and change management knowledge and experience

  • Ability to form trust with internal stakeholders

  • A team of more than one consultant may be selected. Consultants with the majority of preferred knowledge, skills, and experience are encouraged to apply.
