Institute of Human Resource Management Manager - Finance Jobs in KenyaJob Purpose The job holder will develop, review and consolidate finance policies, procedures and
programs to enhance performance at the Institute.
Key Responsibilities / Duties / Tasks
Managerial / Supervisory Responsibilities
Participate in the formulation /review of the strategic plan
Collect, analyses and maintain data on performance in addition prepare IHRM performance
Spearhead the performance contracting process for the institute
Develop project proposals, identify and liaise with the Public/Private partners for
development/funding of strategic projects
Prepare and consolidate Institute budget and expenditure plans for Council approval
Develop work plans and budgets for the Department for approval
Oversee the execution of the approved department work plans and budgets
Prepare and submit financial reports to the Council and other statutory bodies
Oversee performance management in the department
Prepare and submit all monthly, quarterly and annual reports for the Institute
Prepare a draft board management papers for approval
Identify training needs for the department staff
Participate in the recruitment of staff within the department
Participate in the development and review of the Institution’s strategic plan
Identify procurement needs of the department
Mentor and coach departmental staff
Participate in various committees in the Institution
Operational Responsibilities / Tasks
Advise the Institute on financial viability of proposed investments.
Ensure financial reports are prepared and submitted in compliance with the Institute’s
requirements and required professional standards.
Manage all financial relationships with external agencies
Assist in operations and other related functions within the Institute’s business.
Ensure sound corporate governance by identifying risks and developing and implementing
proper financial controls in order to minimize those risks.
Spearhead formulation, implementation, maintenance and review of sound financial
policy systems and procedures to sustain the Institute.
Develop systems for the effective and efficient management of financial resources
Ensure timely and accurate reporting and analysis in order to aid management decision
Ensure efficient revenue collection, disbursement, accounting and reporting.
Coordinate and lead the annual audit process, liaise with external auditors and the finance and HR committee of the board and assess any changes necessary.
Prepare short and long-term financial forecasts for use by internal management
Ensures compliance to tax laws
Preparing budgets and periodic financial performance reports for presentation to the
Board of Directors.
Provide team leadership, development and coaching to staff in the finance and
Oversee the protection of the Institute ’s assets
Liquidity management, planning and forecasting.
Contribute to the achievement of the Institute’s business objectives by providing advice
and guidance on financial strategy.
Respond to auditors comments concerning finances and operations and oversee required
action to address deficiencies
Approve the chart of accounts and maintain commitment controls
Monitor institutes expenditure and recommend corrective actions as necessary
Approval of expenditure.
Safeguarding the Institute ’s finances
Responsibility for Physical Assets
Responsible for physical assets assigned by the institution;
Makes strategic, operational and financial decisions for the department
Plans the work of direct/indirect reports.
Assigns work to direct/indirect reports.
Monitors direct/indirect reports work performance.
Appraises/evaluates direct/indirect reports performance
Work predominantly within the office with minimal travel to regional offices
Located in a busy office with constant interruptions and must meet other staff on a
Spends long hours in intense concentration
Long hours on computer conducting financial analysis and preparing detailed reports
which requires attention to details and high level of accuracy
Must meet several deadlines and has to manage a number of requests and situations at
Makes financial decisions whose impact can adversely affect the Institute and face
Custodianship of finances which requires high level of safety and security resulting in
to high risk taking and responsibility.
Job Competencies (Knowledge, Experience and Attributes / Skills).
Bachelors degree in any of the following disciplines:- Commerce (Accounting option);
Commerce (Finance option); Business Administration (Accounting option), Mathematics,
Economics or equivalent qualification from a recognized institution;
Masters Degree from a recognized institution is an added advantage.
Professional Qualifications / Membership to professional bodies/Chapter Six of the
Certified Public Accountants (CPA) Qualifications; Certified Chartered Accountants
(ACCA), or equivalent qualification from a recognized institution
Registered with the Institute of Certified Public Accountants of Kenya (ICPAK);
Must be conversant with Public sector accounting.
Computer proficiency course from a recognized institution;
Qualifications in CHRP is an added advantage
Meets the provisions of Chapter Six of the Constitution
Previous relevant work experience required.
Served for at least twelve (12) years and (3) years served in the grade of Assistant Manager,
Finance and Accounts in the public service or a comparable position in a large and reputable
