The infectious Diseases institute (IDI) is a Ugandan not-for-profit organisation whose mission is to strengthen health systems in Africa, with strong emphasis on infectious diseases, through research and capacity development.

IDI has five operational; areas through which it works to achieve its mission: Prevention, Care and Treatment; Training, Research Laboratory services (including the CAP-certified IDI Core; Lab) and Outreach.

The institute is partnering with the Program for Accelerated Tuberculosis Control in Karamoia (PACT-Karamoia) is a five-year USAID funded project (2020
- 2025) that aims to increase TB case detection and treatment success rates through health system strengthening in all districts of North Eastern sub-region of Uganda.

In collaboration with key stakeholders in the region, PACT-Karamoja project will provide technical assistance to districti health teams to deliver high impact and innovative interventions that are in line with current national and global TB guidelines in Karamoia region.

PACT-Karamoja will focu on regional and district structures for the management of drug susceptible TB, drug resistant TB and TB preventive services in the districts oi Abim. Amudat, Kaabong, Karenga, Kotido, Mcroto, Nabilatuk, Nakapiripirit and Napak

In order to contribute to achievement of the above objectives, IDI wishes to recruit motivated and competent individuals to fill the vacancies below on a full-time basis;

General Summary

The Finance and Operations Director will be responsible for all finance and operational processes of the PACT-Karamoja Project..

Responsibilities and Duties:

  • Lead overall project field operations including financial, administrative, procurement, logistics, and human resource responsibilities
  • In coordination with lDl headquarter office, ensure project compliance with USAID and IDI financial procedures, rules, and regulations
  • Manage all field procurements and ensure appropriate approvals are obtained from management prior to making procurements.
  • Ensure the timely submission
    of financial reports and monthly field expenses
  • Manage payments to vendors and ensure that all paid invoices have supporting documentation, including price quotes per IDI’s and USAID‘s procedures for procurement
  • Develop and implement accounting and reporting systems for project expenditures, and provide guidance and training to project staff and partners on financial procedures
  • Manage project operations including office space, equipment, logistics, and other administrative duties
  • Make logistical arrangements for the team and manage drivers and vehicles

    Person Specifications

  • Bachelor's degree in a relevant business, finance, or international development field
  • Master’s degree preferred
  • Minimum of 7 years in similar financial, compliance, and operational role supporting USG and international donor projects
  • Experience managing the budgeting and financial reporting requirements large USG funded projects
  • Strong knowledge of generally accepted accounting practices, financial reporting standards, financial management processes and procedures
  • Familiarity with USG Federal Acquisition Regulations and USG contracting rules
  • Demonstrated ability to prepare deliverables, including Quarterly and Annual Progress and Financial Reports, Budgets, and other reporting to USAID
  • Strong organizational and interpersonal skills and ability to solve complex problems
  • Excellent oral and communication skills and therefore ability to prepare clear concise financial and procurement related reports
