ILRI Consultancy - Climate Impacts on Agricultural Water Resources for Food Security in East Africa


Scope of Work

  • The overall objective of this assignment is to assess the impact of climate change on agricultural water resources for food security in Eastern Africa and to provide recommendations in terms of adaptation options in the region.

    The consultant will be expected to carry out the following tasks:

  • Determine the regional (Ethiopia, Kenya, Uganda and Tanzania) agricultural systems demand and dependency on water.

  • Determine the specific climate change related impacts on agricultural water in Ethiopia, Kenya, Uganda, Tanzania. The details of tasks include:

  • Estimating the impacts of climate change on supply and demand of agricultural water

  • Estimate the potential evapotranspiration rates and water availability in eastern Africa, with details on greatest deficits leading to decreased soil moisture levels and more frequent and severe agricultural drought.

  • Estimating total precipitation anomalies for agricultural relevant seasons in the region and on agricultural production.

  • Project the frequency and severity of droughts and shifts in the onset and cessation of precipitation.

  • Estimate prolonged rainfall and high intensity rainfall (flooding) in the region.

  • Estimate changes in water availability at monthly time scale and agriculturally relevant seasons.

  • Prospects for adaptation with respect to climate
    change and agricultural water management in the region. The details of task include:

  • Assess the adaptive mechanisms to cope with the range and depths of existing and anticipated impacts of climate change on agricultural water resources and management, including policies, institutions, and the structure of the sub-sector.

    Final Products

    Expected deliverables to contribute to:

  • Inception report that will include relevant target stakeholders, methods of data compilation from different sources, etc.

  • A comprehensive draft report with executive summary for review

    Final report describing:

  • Regional agricultural systems demand and dependency on water.

  • Specific climate change related impacts on agricultural water in Eastern Africa.

  • Prospects for adaptation with respect to climate change and agricultural water management in the region including brief description about potential adaptation strategies, policies, institutions and the structure of the sub-sector.

  • Manuscript submitted to a peer reviewed journal.

    Essential skills and qualifications

  • PhD degree in water resources management, soil and water management, soil and water engineering, natural resources management or related field

  • Five years working experience within Eastern Africa.

  • Strong analytical writing and communication skills

  • Ability to work independently.
