ILO National Project Coordinator (DC) Skills Jobs in Zambia


  • Under the overall guidance of the ILO Lusaka Country Director for Zambia, Malawi and Mozambique, the National Project Coordinator (NPC) will report and work under the direct supervision of the Chief Technical Advisor.

  • The NPC will be working in a project team consisting of international, regional and national experts and will be working the closely with the Skills Specialist attached to the ILO Decent Work Team in Pretoria and in liaison with the SKILLS Branch of the ILO HQ Employment Department.

    Description of Duties

  • Under the guidance of the Chief Technical Advisor, support the project’s timely implementation, monitoring and evaluation through the provision of technical and administrative supervision to the project team in line with the ILO policy, rules and regulations and according to the final project document and work plan;

  • Facilitate the process of private sector and other key stakeholders’ engagement, in order to establish partnerships / collaborations and explore areas for financial and non-financial contributions;

  • Facilitate the process of undertaking the gender-sensitive skills supply and demand study of the Renewable Energy (RE), Energy Efficiency (EE) and Regional Energy Integration (REI) sub-sectors.

  • Support the coordination of the baseline study and Market research to inform RE/EE/REI training market segmentation, targeting and positioning strategy to KGRTC based on the needs and projections of actors engaged in RE/EE/REI, whilst ensuring compliance with the ILO gender mainstreaming strategy;

  • Support the implementation of the project Communications strategy and activities related to project outreach. Ensure high-level communication to increase project’s visibility and raise awareness among private sector investors, large corporate companies, public procurement institutions, and general populace who would benefit from EE, RE and REI investments in Zambia and the region.

  • Support KRGTC in designing, promoting and delivering training programmes in renewable energy, energy efficiency technologies and regional energy integration based on the findings of the baseline study, the skills supply and demand survey and market research (under c and d);

  • Contribution towards providing technical support and assistance to Kafue Gorge Regional Training Centre (KGRTC) in planning, designing and implementing project activities, in conformity with ILO policies and procedures;

  • Identify problems and solutions and contribute to proposals for programme/project development and serve as national programme advisor to the Directorate.

  • Support ITC ILO’s effort to implement the capacity building plan for KGRTC to enable it to be perceived by the energy market actors as a Centre of Excellence on skills training for RE/EE/REI technologies. Enhancing the capacity of training providers within KGRTC will also be taken into account.

  • Periodically contribute to monitor and evaluate the progress in project implementation by reviewing, verifying and analysing work-plans. Prepare required technical progress reports and ad hoc reports on the status of project progress and implementation for submission to the ILO and the donor;

  • Promote ILO policies regarding social dialogue and equality of opportunity and treatment for both women and men, and relevant International Labour Standards;

  • Ensure the visibility of ILO,
    KGRTC, the Government of Zambia, key project partners and Sida in all project activities;

  • Represent and speak on behalf of the project team in various official meetings if needed. Undertake missions to project sites independently or accompany other project staffs as part of project management; and

  • Perform other related tasks that may be assigned by the hierarchy.

    Required qualifications

    Education

  • First level university degree in technical field related to Energy and/or Environmental engineering, or another related field; and strong knowledge on development issues, particularly in Zambia and the region. An advanced degree would be an asset.

    Experience

  • At least three years of experience in project management, capacity building for Sector institutions, Skills development related to job creation and enhancement.

  • He/she should also have 1-2 years of experience working in the field of Energy efficiency, Renewable energy, Environmental management, and Climate change initiatives or related area.

  • Experience in gender mainstreaming in development work is an added advantage.

  • Experience with the ILO, particularly on technical cooperation projects, familiarity with ILO policies and procedures, or experience with UN or other international development agencies would be an asset.

    Technical Requirements

  • Good knowledge of labour economics as well as economic developments, poverty reduction, and social policies. Knowledge of the policy making process.

    Languages

  • Excellent knowledge of English and good knowledge of another official language of the duty station.

    Competencies

  • Good knowledge and understanding of energy issues in Zambia and the sub-region including an in-depth knowledge of the energy sector;

  • Ability to effectively interact with public and private sector, civil society and academia on issues related to renewable energy, energy efficiency, regional energy for partnership development and project delivery;

  • Demonstrated ability to manage technical co-operation projects of international organizations; Demonstrated ability and commitment to mainstream gender into project activities;

  • Good knowledge about social, economic development, including labor and employment, trends in the country

  • Ability to maintain good working relationships with all project stakeholders.

  • Ability to establish and maintain systems within project operations.

  • Demonstrated ability to manage technical co-operation projects of international organizations.

  • Ability to understand and effectively work with Government, workers and employers organizations, non-government organizations and UN agencies.

  • Ability to conduct action oriented research and write analytical technical report in English.

  • Ability to conduct policy discussion and high-level political processes.

  • Good communication skills, both written and verbal, to successfully advocate for and mobilize action to promote freedom of association and right to collective bargaining principles.

  • Clear commitment to mainstream gender into project activities.

  • Ability to lead and work in a team and good interpersonal relations.

  • Ability to train and guide personnel.

  • Ability to work under time pressure and meet deadlines.

  • Ability to work in diversified environments.

  • Proficient in basic computer software (Microsoft Word, PowerPoint, Excel, Adobe Reader) and ability to use other software packages required by the Office

  • Ability to work independently with a minimum of supervision.
