  • International Justice Mission (IJM) is an international human rights organization that works to ensure that all, especially the most vulnerable, have proper and appropriate access to justice. IJM works directly with survivors of violence to offer support and assistance. IJM also works closely with local and national governments, religious and traditional leaders and in particular with the public justice system to support them and build system wide capacity.

  • IJM has been operating in Uganda for over 13 years and has a nationwide partnership with the Justice Law & Order Secretariat that focuses on effective prevention of and response to all forms of violence against women & children. IJM’s vision for its work in Uganda is that by 2030 all women and children across the country are protected by the justice system, are empowered and live free from violence.


  • To provide safety and security expertise and standards applicable across the IJM programs throughout Uganda, to include but not limited to: risk assessment and analysis, risk treatment plans, contingency plans, monitoring and evaluation, training and development, incident management, policy implementation, and strategic innovation.

    Scope of work

    The Scope of work will include:

    Office Security Strategy

  • IJM Security Consultant in close collaboration with the CD IJM, Regional Security officer and other country leadership will research, review and develop comprehensive strategies, policies, best practices and other documentation in regard to

  • comprehensive security strategies, operational protocols, evacuation plans, contingency plans, evaluate IJM’s risk and liability and provide simple and workable solutions, Produce weekly security reports and other adhoc reports as required

  • Recommend and work with other leadership to develop and maintain systems for detailed records of Office security work and policies.

    Threat Analysis & Response

  • Evaluate current political, social and climatic conditions for possible threats to the safety and security of Field Office staff;

  • Provide guidance to leadership, including recommendations for the operational safety, security and protection of staff at all times;

  • Perform safety, security and threat assessments for IJM staff, clients and casework;

  • Coordinate with RSO to represent IJM externally and in interagency forums;

  • Support the Country Director in the implementation of Security and Threat Assessments using standard tools and processes, as and when needed; and

  • Review risk mitigation strategies and operational security plans for field work in collaboration with other IJM teams and provide working strategies.

    Operational Support & Crisis Management

  • Review security protocols, access control mechanisms, evacuation plans for IJM premises;

  • Monitor national and regional security incident reporting and ensure appropriate dissemination of information in case of emergencies;

  • Provide a system for early warning updates and mitigation expertise to the country office;

  • Manage the incident impact on the Field Office

  • Train staff in the best way of conducting surveillance and counter surveillance to identify possible threats to staff, client or office safety;

  • Provide a tool that supports staff in gathering intelligence pertinent to the security of the IJM office, clients or staff;

  • Ensure that concise, thorough and timely written reports are provided on all security-related activities.

  • Attend Security briefings and prepare operational reports.

    Capacity Building

  • Conduct monthly training for the security team and all field office staff in security strategies and operational and travel protocols;

  • Work with the program team to ensure security and contingency plans are incorporated into IJM country programming ;

    IJM-internal coordination

  • Liaise with theRegional Security Officer to provide regular reporting and updates on security issues in the country to the Country Director and IJM Uganda team.

  • Participate in IJM programs of professionalism and Christian spiritual formation.




    Office Strategy

  • Review of IJM Uganda COVID
    response plan**

  • Completed office security strategy**

  • Visitor Security briefing materials developed**

  • Training identified

  • Record templates for security work and policies developed

  • Maintain and review the IJM Global Security Standards and ensure compliance

    Timeline - 60days

    Threat Analysis & Response

  • Political social and climate conditions analysed, and recommendations made

  • Guidance provided to staff & leadership on safety, security & protection

  • Security assessments for office locations completed

  • Risk mitigation strategies an operations security plans reviewed

    Timeline - Ongoing for duration of contract

    Operational Support & Crisis Management

  • Security protocols, access mechanism and fire regulations reviewed

  • Participate in security meetings

  • Develop reports on meetings and briefings attended/conducted

  • Participate in intelligence gathering for team

  • 1 drill and scenario exercise planned and tested

    Timeline - 60days

    Capacity Building

  • 6 training conducted on security strategies and operational protocols for security team

  • Security and contingency plans incorporated into programming

    Timeline - Monthly

    Internal Coordination

  • Regular reporting and updates on security issues in the country provided

    Timeline - Daily/weekly/ monthly

    Duration of Service

  • 6 months


  • The consultant will be accountable to Regionals Security officer Africa and Europe and maintain a strong working relationship with the Country Director.


  • Proposed price for this consultancy must be fixed inclusive of all applicable taxes. A detailed schedule of the cost including an explanation of the services included as well as excluded should be provided.

    Proposal Submission

  • Interested and qualified (individual or institutional) consultants are invited to submit their proposal(s) comprising the following:

  • An understanding of the consultancy requirements.

  • Methodology and work plan for performing the assignment.

  • Detailed reference list indicating the scope and magnitude of similar assignments.

  • Relevant services undertaken in the past five (5) years.

  • At least 3 recommendation letters from previous clients.

  • Registration and other relevant statutory documents (this applies to Institutional consultants).

  • Financial proposal showing clearly the budgeted cost for the work to be conducted by the consultant under the scope of work above.

    Qualifications and Experience

  • Advanced university degree with a focus on security risk management and/or relevant would be military, police or security qualifications at the equivalent of an advanced university degree. A combination of relevant academic qualifications and extensive experience may be accepted in lieu of the advanced university degree.

  • Police/Military Background/experience.

  • Understanding of UN and major donor approaches to security and risk management and experience of managing security on such programmes in Uganda

  • Experience of managing security and risk across multiple locations including in complex environments, such as border communities and refugee/host communities – this is essential

  • Experience of working with law enforcement and justice personnel preferred

  • Experience with developing and conducting trainings

  • Excellent written and oral communication skills in English required.

  • Ability to work independently and respond to feedback in a timely and professional manner.

  • Excellent organizational skills, attention to detail, and ability to contribute to a team.

  • Demonstrated capacity to deliver in the timeframe outlined.

  • Fluency in written, spoken English. Knowledge of Uganda local languages would be an added advantage.
