IGAD was created in 1996 to supersede the Intergovernmental Authority on Drought and Development(IGADD), which was founded in 1986.


This followed the recurring and severe drought and other natural disasters between 1974 and 1984 that caused widespread famine, ecological degradation and economic hardship in the Eastern Africa region.

Although individual countries made substantial efforts to cope with the situation and received generous support from the international community, the magnitude and extent of the problem argued strongly for a regional approach to supplement national efforts.

Duties and Responsibilities

  • Analyze conflict-related statistics from the CEWARN Integrated Data Collection System (IDCS) to generate patterns, trends, correlations and causal relations between different variables. In so doing the Statistician shall triangulate CEWARN data with other sources;
  • Participate in a multi-Sectoral analysis by providing statistical insight into developments within the IGAD region;
  • In collaboration with the early warning and response team of CEWARN design statistical predictive models for early warning queries;
  • Consider and constantly review CEWARN Event Types, Event Reports, Situation Reports, Thematic descriptions and parameters to provide clarity regarding behavior that causes, sustains, protracts or prevent conflicts in the region;
  • Provide CEWARN (and IGAD) with technical advise on areas of Sectoral and Thematic review, statistical data collection and dissemination of statistics related to conflict and conflict early warning;
  • Ensure that more and improved data are available and being used by IGAD and its structures, and the CEWARN early warning community, including the TCEW and CEWERUs;
  • Contribute towards the advancement of CEWARNs statistical programs/software for the processing and analysing of large, multi-dimensional data sets in conflict early warning;
  • Provide support to Situation Room personnel, both in CEWARN and in CEWERUs, in undertaking preliminary analyses of incoming data;
  • Design and constantly update formats and templates for better communication of data to users of statistics, especially IGAD policy-makers;
  • Independently or in collaboration with other CEWARN analysts, generate technical
    reports for discussion and publication;
    On a needs basis, and in collaboration with other CEWARN staff, design and carry out surveys;
  • Periodically review CEWARNs data to identify gaps, discontinuities and deviations;
  • Contribute and support the design and implementation of IGAD’s research agenda
  • In collaboration with the PCS and other IGAD Divisions and Specialized Institutions, design and establish a comprehensive and centralised statistical system across IGAD.
  • Undertake any other duties that shall be assigned by the Director.

    Minimum Requirements

  • At least Masters degree in Statistics or related fields such as Quantitative Economics, Demograhics and Population Studies.
  • A minimum of 5 years professional experience in the collection and analysis of statistical data especially related to peace and security or social sciences.
  • Good knowledge of Statistical computing software such as STATA, SAS and SPSS
    Proficient in the use of database applications especially SQL


    SKILLS AND ABILITIES

  • Demonstrable experience and expertise in research and research methods.
  • Experience in report writing.
  • Demonstrable knowledge of peace, security, conflict and development issues of IGAD region.
    Excellent proficiency in English language and strong communication and writing skills.
  • Ability to multi task and deliver under pressure.
    In addition, expertise and or background in the following areas are advantageous;
  • Knowledge of risk analysis
  • Knowledge in basic computing skills
  • Monitoring and Evaluation
