    Overview:

  • IBTCI is seeking a Local Natural Resources Management & or Climate Change Specialist to support a Meta-Analysis under the USAID-funded Malawi Monitoring, Evaluation, and Learning Support (MELS) Contract. The primary purpose of this meta-analysis is to assess the efficacy and scalability of some selected key strategies and approaches that were employed in the implementation of activities managed by the Sustainable Economic Growth Office to deliver interventions towards the CDCS 2013 - 2019.

  • The meta-analysis will unveil a foothold for scaling of approaches, strategies and private-sector partnership models including targeting of participants that will enhance delivery of the new CDCS 2020- 2025 with evidence. Must be a Malawi National.

    Essential Duties/Tasks and Responsibilities:

  • Participate in team meetings, key informant interviews, group meetings, site visits, and draft the sections of the report relevant to his/her expertise and role in the team;

  • S/he also will participate in presenting the report to USAID or other stakeholders and be responsible for addressing pertinent comments provided by USAID/Malawi or other stakeholders;

  • Responsible for providing recommendations for sectoral gaps found in the course of the evaluation;

  • This position will not authorize/require the consultant to
    have decision making authority on final work product.

  • Serve in the above consultant capacity to support the IBTCI technical practices of Crisis, Conflict & Governance, Agriculture & Food Security & Economic, Education & Growth and Global Health and/or Business Development divisions.

  • This position does not authorize/require the consultant to directly communicate with IBTCI clients.

  • This position does not authorize/require the consultant to have decision making authority on final work product.

    Qualifications

    Minimum Requirements:

  • At least 4 years of experience and actively participated in 5 evaluation assignments in the listed fields: gender thematic areas for fisheries, forestry, climate change adaptation;

  • Work experience in evaluation of the above fields in Malawi will constitute an advantage;

  • High level experience in quantitative and qualitative data analysis and reporting;

  • Ability to work with minimal supervision in a challenging context;

  • Excellent problem solving skills;

  • Malawi Citizenship

  • Fluent in English.

  • Education: Master’s Degree in NRM or Natural Resource Economics or Climate Change Studies and experience in conducting evaluations on gender thematic areas for fisheries, forestry, climate change adaptation, projects in Malawi.
