The Project

Strengthening Psychosocial support service for Transformation (SPOT) among the Congolese refugees in Uganda is a collaborative, consolidated and integrated approach among three leading MHPSS humanitarian actors - War Child Holland (WCH), Humanity and Inclusion (HI) and Transcultural Psychosocial Organization (TPO) - to bring effectiveness, and harmonization in MHPSS interventions in the refugee response in Uganda.

It aims at improving the resilience and well-being of Congolese refugees and vulnerable host populations in South-western Uganda through enhancing their access to quality, holistic, gender-sensitive and inclusive MHPSS services that support positive coping-mechanisms and foster recovery from traumatic experiences, including separation from or loss of family members, abrupt displacement, physical and sexual violence.

It will be implemented in and around Kyaka II and Kyangwali settlements as well as in the transit centres at the border with the DRC that are anticipated to receive more refugees in 2019 and are considered at high risk and in high need.

Key Duties and Responsibilities:

Under the supervision of the HI SPOT Project Manager and in coordination with the Consortium Management Unit and the technical support of the HI Technical Unit, the MEAL Officer will:
Spearhead the development and implementation of SPOT MEAL Framework in Kyangwali

  • Contribute to the development of MEAL systems and processes, by implementing the MEAL framework and procedures working closely with the SPOT Project Manager and the other MEAL Officer.
  • Support project teams develop project management tools (PM Box, mapping of actors and required databases) in close collaboration with the Project Manager and the other MEAL Officer.
  • Actively contribute to the design and execution of situational analyses, baseline surveys, follow up assessments and special research related to the project.
  • Ensure M&E tools, especially data collection tools, and processes are understood and used accordingly by project staff.
  • Ensure team adherence to the project specified monitoring and reporting requirements.
  • Analyse data for accuracy; flag validation and quality issues, and contribute to system fixes.
  • Participate in the development and implementation of HI’s accountability processes
  • Contribute to planning and execution of knowledge management processes as required.
  • Ensure strict project monitoring in relation to expected targets and objectives.
  • Contribute to monitoring the relevancy of the interventions in relation to HI’s mandate in the SPOT consortium, and approaches used and the context of intervention.
  • Keep track of the project monitoring and evaluation schedules and strict adherence to specified procedures.
  • Maintain use of existing indicator tracking tools: develop databases and tracking templates as needed to demonstrate the effectiveness of project interventions.
  • Undertake regular visits to field locations to support execution of required monitoring and evaluation processes.
  • Establish a good communication and collaboration with project staff towards a sound project monitoring of intervention outputs
  • Actively contribute to MEAL Data Management
  • Collect good quality
    monitoring data in a timely manner and organize data collected for reporting to Project Manager.
  • Compile and provide analytical outputs to compile program technical reports. Create and integrate graphics in reports and information products to help visualize data in a meaningful way.
  • Participate actively in the improvement of the Information Management System according to project and management needs.
  • Support integration of Washington group questions into partners’ information management tools.
  • Conduct regular field process monitoring, quality assessments and data validation.
  • Provide feedbacks and recommendations for timely improvements.
  • Ensure confidentiality and security of data management according to HI standards.
  • Actively participate in planning and facilitating knowledge sharing and learning activities including project reviews and learning events.
  • Share timely all data with SPOT Kyaka MEAL Officer to ensure proper compilation of Data at project level
  • Demonstration of an ethics, safe, secure and professional practices
  • To show professional ethics, respect and promote Humanity & Inclusion’s mandate and humanitarian principles at all times
  • To respect the Humanity & Inclusion protection of children policy, the protection of beneficiaries from sexual exploitation and abuse policy, the anti-fraud bribery and corruption policy and report to your line manager any non-respect of HI’s policies amongst the teams or partners.
  • To report any incident or act that causes any harm to beneficiary or to others
  • To contribute to the definition and/or update of security framework at field level
  • To observe at all times strict commitment to Humanity & Inclusion Security & Safety regulations as per procedures in place at mission level
  • To support information internal dissemination to relevant focal persons at mission level aiming at reinforcing security and safety of Handicap International staff and assets
  • To participate in security meetings upon the line manager request and report relevant information to the appropriate persons
  • Act as a focal point for the link with the support services team at coordination level

    Qualifications, Skills and Experience:

  • Academic background within fields of Statistics, Information Management, Social Sciences, Demography, Population Studies, Development Studies and other related fields
  • Training in Project Monitoring and Evaluations.
  • Training in at least in one statistical data analysis software: Kobo, ODK, EPI Info, SPSS, Excel
  • At least 2 years’ working in the monitoring and evaluation role involving designing, implementation, analysis and research.
  • Experience of analysing both quantitative and qualitative data and drawing appropriate conclusions.
  • Experience developing databases and making data entries.
  • Experience writing sound reports.
  • At least 2 years’ experience working on disability inclusion related projects, project information systems, supporting and promoting learning and action in an organizational context, multi organizational context, working with partners, stakeholders and beneficiaries are desirable.
  • Personal Skills & Competencies required
  • Demonstrated understanding of monitoring and evaluation principles and practices.
  • Excellent research skills including quantitative and qualitative research methodologies
  • Ability to perform data analysis using: Excel, SPSS EPI Info or similar data analysis software.
  • Very familiar with advanced computer skills: Word processing, Excel, Power Point and databases
  • Ability to work under high pressure;
  • Ability and willingness to regularly travel to field sites
  • Strong interest in the fields related to HI mandate

    Condition:

    Gross Salary: 2,208,949 UGX
    Starting Date: As soon as possible
    Length of contract: Till May 2020 renewable depending on availability of funds
