  • CARE’s East, Central and Southern Africa Regional Office (ECSARO) is responsible for the oversight of CARE’s operations in the region as well as the provision of support to Country Offices in the region. We are looking for a bright, dynamic, innovative and resourceful person to join the Nairobi Shared Service Unit (SSU) within ECSARO in the capacity of Human Resources Officer.

    Job Summary

  • The Human Resources Officer at the Shared Services Unit under the supervision of the Finance and Operations Manager will co-ordinate the day to day human resources operations in; Recruitment, Performance management, Data management and contract management.

    Duties and Responsibilities

    Recruitment and Selection

  • Collaborate with recruiting managers to coordinate manpower planning processes including upcoming positions, staff movement forecasts to establish appropriate and timely staffing schedules;

  • Grading of new positions or changed positions and confirmation of existing grade level or ensuring that the job is evaluated;

  • Support global Talent and Acquisition teams in recruitment of national positions to be based in Kenya

  • Supports the hiring managers for all field office recruitment by:

  • Ensuring the position requisition form is properly completed &

  • Coordinate advertising and circulation

  • Longlisting

  • Contacting candidates for interview.

  • Providing the panel with the interview packs.

  • Contacting referees post interview to support appointment.

  • Negotiating offers with the candidates

  • Sending unsuccessful candidates, regret letters.

  • Maintain updated recruitment files for each position recruited.

  • Coordinate a comprehensive orientation schedule for all new staff ensuring a sign off on orientation with staff.

  • Ensure all new staff are appropriately enrolled onto the payroll and benefits schemes with the appropriate documentation.

  • Timely enroll the staff in the relevant insurance schemes and follow up in cases of follow ups

  • Follow up on the probation reports and preparation of confirmation letters

  • Maintain staff files with all the requisite documentation. Track any outstanding documents and ensure they are provided within two weeks of appointment.

    Performance, Learning and Development

  • Updating the performance management tracker.

  • Communicate to management when annual reviews are due.

  • Ensuring that all staff have completed their goal setting and have been reviewed twice a year.

  • Ensuring that performance procedures are followed.

  • Ensuring performance management documents such as goal setting & reviews are filed in each staff file.

  • Ensuring the right performance management templates are used.

  • Champion CARE training and learning sites like CARE Academy

  • Ensure all staff have completed all mandatory training like PSHEA, Security etc.

  • Provide reports on the type of trainings needed, durations and staff concerned

    Service and Administration

  • Monitor and ensure that all personnel documents are updated and maintained in the personnel files both physical and online files

  • Ensure all employees database is maintained and updated both at the payroll system and the HRIS system.

  • Monitor and coordinate timely contract renewals, hiring and termination letters.

  • Follow up and
    ensure to conduct exit interviews for exiting staff and maintain copies on the file.

  • Maintain and update employee records and other HR records on Human Resource Information System: - Input of changes to employee records including new staff, exiting staff & contract extensions/ terminations.

  • Support staff in exit exercise, clearance and submitting information to Finance to calculate the final dues

  • Ensures all new staff has access to the HR policy and manual and relevant updates on their benefit usage.

  • Follows up on HR audit reports and effects agreed solutions on staff data and information management

  • Submit timely monthly payroll confirmations to finance team for processing

  • Ensure new staff are timely created in PeopleSoft for completion of time sheets

  • Train staff on time sheet submission

  • Monitor the completion of time sheet submissions and follow up on delays on submissions and approvals and any corrections

  • Ensure the medical, GPA and GLA insurances are timely renewed,

  • Coordinate trainings and awareness of different insurance schemes to staff

  • Support staff in Critical Illness Fund (CIF) claims

  • Support the Regional HR Officer and other Country HR teams on medical evacuations where necessary

    Reporting and other Responsibilities

  • Support Admin teams in the verification of assets at year end

  • Perform any other duties that may be assigned

  • Maintain up to date records for staff and provide regular reports and reconciliations to the management team, auditors, SSC and other relevant stakeholders:

  • Leave

  • Timesheets

  • Performance Management

  • Personnel data

    Qualification and Experience

  • Bachelor’s Degree preferably in Human Resource Management, Business Administration or similar field

  • Valid Institute of Human Resources Management (IHRM) Membership

  • At least 3-5 years’ experience in general HR management in a similar role. Previous work experience with an international NGO is an advantage.

  • Ability to take direction, yet work independently complete tasks on time.

  • Demonstrated ability to work in multi-cultural situations

  • Proven ability to handle challenging work load, to negotiate, advocate and influence effectively at all levels.

  • Cross-cultural experience, understanding and sensitivity;

  • Excellent interpersonal and written and oral communication skills;

  • Strong communication skills, both verbally and in writing.

  • Conversant with HR online systems.

    The position has working relations with the following:

  • Internal: RMU, CO’s, HRSC, Talent and Acquisition Partners

  • External: Other INGOs for benchmarking, regulators, vendors

  • Travel – Nil
