Health Strat implements donor funded programs in HIV/TB/RMNCAH/FP at both national and county levels.
We are inviting applications from experienced and qualified individuals for the below key positions for an anticipated USAID-funded HIV service delivery project in Kenya.
These positions will be based in Nairobi, Coast and Western regions of Kenya.
Recruitment and selection of the final applicants is subject to USAID approval.
Monitoring And Evaluation Director
Role and Purpose
Reporting to the Chief of Party (COP) the M&E Director, will be responsible for leading the design and implementation of the project monitoring and evaluation framework and information system to track implementation against targets, outcomes and impacts.
He/she will lead analysis of data collected for assessment of progress and areas of improvement.
He/she will guide reporting processes amongst technical staff and consolidates project reports, promote learning and sharing of best practices and lessons learnt.
He/she will support all the technical staff in M&E functions and will manage all M&E staff in the project.
Works closely with USAID to develop and implement performance monitoring plans, including identification of project inputs, outputs, outcomes, performance indicators, and targets.
Develops/adapts and implements data-collection and performance reporting systems.
Provides field-based technical assistance and monitoring of M&E systems and reporting.
Consults with USAID and other stakeholders to establish a cost-effective results-orientated transparent, reliable, and valid M&E system that can easily be tracked and verified.
Collaborates with partners to develop individual M&E work plans as appropriate.
Designs/adapts project performance monitoring database to report national and global indicator and ensures that the findings of service-oriented, strategic analysis and evaluations are used to inform project strategies and to refine performance monitoring plans and planning frameworks.
Leads the implementation of the project’s baseline, mid and endline -project evaluation.
Disseminates information on project evaluations through written reports, conference presentations, and publications.
Documents project achievements against targets using monitoring data and works with project staff to document the factors behind gaps and over achievements.
Institutes regular use of performance monitoring data within the project and identifies and documents best practices.
Conducts field-based monitoring, technical assistance and training to project teams, sub-grantees, Counties, sub counties and partner organizations as necessary.
Builds capacity of staff, especially project staff, on the use of data for decision making, performance improvement, research and evaluation.
Reviews all reports prior to submission.
Manages production of data to meet all reporting requirements including quarterly and annual reports, research, technical reports, presentations, etc.
Assists project technical staff with preparation of reports as appropriate.
Minimum Academic Qualifications
A Master’s degree in Public Health, Epidemiology, Demographics, Mathematics, Statistics or related field
Experience & Skills
Minimum of seven years of experience designing and implementing monitoring, evaluating and reporting on programs related to RMNCH/FP and HIV/TB in developing countries.
Comprehensive knowledge and understanding of USAID reporting requirements.
Demonstrated experience with KenyaEMR/ OpenMRS,
Strong background or formal training in evaluating development programs such as but not limited to RMNCH/FP and HIV/TB.A firm command on the M&E issues with respect to improvements in quality integrated service and support programs.
Demonstrated experience in setting up and managing M&E systems that track performance as per the objectives of the project (e.g. service integration, performance against each funding stream).
Experience designing and conducting evaluations.
Comprehensive knowledge of the health context and structural issues in Kenya including socioeconomic, institutional and policy issues that are related to essential services in population, health, and nutrition.
Demonstrated ability to work effectively with various constituencies including headquarters, donor agencies, international and local partners, and other stakeholders.
Strong problem-solving skills, capacity to analyze Project Management Plan data, evaluate progress, and recommend necessary recourse for maximizing program progress and impact.
Experienced user of statistical software packages, such as SPSS, STATA, SAS or similar.
Experience working with complex programs involving short deadlines, multiple tasks, in coordination with multiple partners, to achieve expected results.
Strong presentation skills including the ability to present and undertake high-level policy dialogue with USAID and other key stakeholders.
