Health Service Commission Commissioner – Health Education - Promotion and Communication Jobs in Uganda

Qualifications:

Bachelor’s Degree in Social Sciences or Health Education and Promotion or Mass Communication.

Master’s Degree in Health Education and Promotion or Mass Communication, or
Public Health.

Experience:

At least twelve (12) years of relevant working experience, three (3) of which should
have been at the level of Assistant Commissioner.

Other requirements:

Excellent management, communication and interpersonal skills.

Duties and Responsibilities:

Lead the development of laws and policies relating to the production and distribution of health education and promotion materials.

Develop communications and stakeholder engagement strategies for the health
sector.

Coordinate the review and development of the vision for public health and its
implementation.

Coordinate the development of health education and promotion materials.

Facilitate the formulation of effective communication channels, mechanisms and
strategies.

Facilitate strategic and tactical assessment of existing health education and
promotion materials, and communication plans.

Generate ideas and approaches to solving public health challenges that facilitate the
empowerment of Ministry staff, development partners, civil society and the private
sector to take action.

Identify and analyze public health policy issues and alternatives; utilizing principles
of media advocacy to communicate the public health mission to stakeholders.

Work with community coalitions and advocacy groups to guide the Ministry in
seeking

policy change and action on public health issues.

Utilize principles of social marketing and health education to communicate with
target audiences.

Employ inter-organizational collaborating mechanisms in collaborative ventures
with key stakeholders.

Develop collaborative and partnering strategies, including task forces and
coalitions.

Facilitate networking of all stakeholders through the development of collaborative
strategic action plans.

Identify and interpret emerging trends in public health and provide information,
analysis, and interpretation to stakeholders.

Develop strategic health marketing initiatives focused on customer service, quality
improvement, and accreditation standards.

Articulate and model professional values and ethics.

Produce Departmental work plans, and monitor the performance of the Department.

Perform any other duties as may be assigned from time to time.
