  • The Health NGO Network (HENNET) was founded in 2005 to fill a long standing gap within the health sector in terms of coordination, and networking among health related Civil Society Organizations(CSOs).

  • HENNET was founded as a result of a felt need to set up a forum for CSOs dealing with health issues for purposes of collaboration, sharing of experiences and advocacy.

  • HENNET brings together different health oriented CSOs, with diverse interests, but all having a common vision of a “Healthy Kenyan Society”.

  • Currently HENNET is implementing a project in Kisumu and Nairobi, aimed at establishing the Social Accountability for Health.

  • The project is funded by AMREF Health Africa, Kenya.

  • The goal of this project is to help achieve Universal Health Coverage (UHC) in Kenya by working with partners to enhance the voices of citizens to improve government and health care policies, resources, and practices.

  • Among these partners we have the CSOs.

    The project objectives are to

  • Increase coordination, collaboration, and learning by CSOs engaged in social accountability.

  • Grow the evidence base and indicators on Social Accountability (SAc) and UHC

    Expected Roles of the Consultant

  • Hold a two days meeting to facilitate the Health CSOs in the development of a SAc for UHC 2020 action plan to guide the CSOs in their roles.

  • This plan will be driven by the existing UHC agreements both at the County, National and International levels.

  • The background of this work plan should also be informed by the WHO UHC blocks.

  • The consultant should interrogate how well the structures meant to support UHC for instance NHIF, Budgets, strategies like the Public Health Care Strategies, Social Accountability Framework among others will serve us drivers of UHC.

  • During this meeting lead a discussion on evidence around various SAc methodologies and which methods are most effective so that network partners do more of what works and less of what does not work as they implement their SAc for health work in Kenya.

  • Conduct a (two) 2 days capacity building workshop for members of the Technical Working Groups(TWGs )under the UHC Advocacy, Communication and Social Mobilization Steering Committees both at the national and in Kisumu county.

    Expected deliverables

  • Conduct a desktop review on agreements made by the government at the sub-county, county and International levels in regard to the achievement of UHC in Kenya and the strategies / UHC pilot report / agreements / structures in place meant to support success of UHC in Kenya and how well the identified drivers are well placed to ensure that the UHC agenda is achieved.

  • Come up with at least 10 pages report on the same.

  • Take the CSOs through the finding on number 1(one) above and
    further utilize the findings to guide during the development of a work plan for 2020.

  • The work plan will guide and co-ordinate the CSOs in their Social Accountability for Health work under the HENNET Social Accountability Platform.

  • The work plan should be SMART. During the planning the CSOs should agree on the the most suitable tools and methodologies for SAc for UHC.

  • Train Technical Working Groups(TWGs )under the UHC Advocacy, Communication and Social Mobilization Steering Committees both at the national level and in Kisumu county further develop a report and an action plan with indicators to guide these groups

  • Reports for the two activities above.

    The ideal Consultant

    Qualifications /experience and expectations

  • The consultant shall be a holder of at least a Master’s degree in Social Sciences, or Health related fields.

  • The consultant shall have excellent facilitation, report writing, research and coordination policy/strategy development skills.

  • The consultant is expected to have worked in similar trainings, studies and developed such plans for over 10 years.

  • The consultant is expected to implement the action plan for these activities as agreed upon by HENNET and him/her.

  • Be able to deliver high quality results in a timely manner

  • Overall adherence to the Terms of Reference is expected.

  • Must be working with a consultancy firm.

  • Must be conversant with online/digital training/ working


  • The work plan for the CSOs should be complete by earlier or end of May, 2020.

  • Training of the TWGs be done latest by earlier or end of June 2020

  • The plan must be complete as per the schedule/ deadline under each activity.

  • A capacity statement indicating relevant qualification, skills, experience in similar consultancies as well as full details of three referees.

  • Attach relevant work done with at least three organizations one of which must be a health CSOs.

  • Copy of registration certificate and KRA PIN number for the firm.

  • Attach a detailed proposal and work plan on how you plan to undertake the work.

  • The consultant must include a broken down cost analysis indicating the professional fee and any other costs that you will need for this work.
