About us Hope Alert Network for Development and Local Empowerment (HANDLE) is a Local Non-Governmental Organization operating in Uganda.
HANDLE was established in 2009, and registered under National NGO Board of Uganda in 2012 to fill the gap in service delivery to the community undergoing rehabilitation and reconstruction in the post-conflict northern Uganda.

HANDLE works towards ensuring a world in which war affected communities are rehabilitated, economically empowered, and equal opportunity observed between men and women in service delivery.

For community to develop there should be equal opportunities observed between men and women to meaningfully participate in issues concerning them. Ultimately, the communities affected by conflicts deserve support to enjoy their right to healthy psychosocial development and live a dignified life in a healthy environment.

HANDLE has secured funding from Omoana- Switzerland to implement a three year Gender Based Violence (GBV) project in Nwoya District. Job Purpose HANDLE-Uganda is seeking for an experienced project manager to fill in the position of a GBV project manager.

The post-holder will support the team members in operating a strong Program, leadership and financial control environment in our Gulu office. .

Roles and responsibilities

Technical Support

  • Provide technical support in coordinating and supporting training, assessments, analyzing training data, developing action plans to improve survivor services at health facilities, and strengthening SOPs and survivor referral pathways.
  • Support community based facilitators (CBFs) to implement follow up and monitoring plans for all training and capacity building efforts.
  • Provide ongoing mentorship and guidance to staff to ensure programming meets best practice standards and guidance around GBV in humanitarian settings.
  • Project Management, Implementation, and Monitoring
  • Assume primary responsibility for daily project management and implementation, and ensure compliance with the donor agreement and project proposal, notifying the Program Executive director immediately if issues arise.
  • Take the lead in project planning, and oversee program implementation and budget expenditures to ensure effective use of resources against planned activities and expected outputs.
  • Collaborate with the ED and finance department in preparing sub-agreements and/or MoUs with project partners.
  • Ensure adequate project monitoring and evaluation systems are in place to
    collect information and consolidate data to demonstrate impact and inform ongoing program design.
  • Supervise GBV officers in working with CBFs to ensure proper and relevant capacity building and support is provided, as needed for quality interventions.
  • Develop and draft concept papers and proposals in line with GBV Country Program Strategy
  • Compile and prepare quality monthly and periodic project progress reports, as well as the final report, and feed in other information as required by donors, the country Office and the Technical Unit in Switzerland.
  • Perform regular monitoring visits to project sites.
  • Coordination and Advocacy
  • Ensure that project activities are in line with the HANDLE’s National Strategy to Combat
  • Violence against Women and other national and international standards, laws, and policies, in all activities.
  • Ensure regular communication with HANDLE GBV team and the ED regarding the Project’s progress and processes.
  • Ensure active collaboration, information sharing and joint meetings between the project and relevant ministries, local authorities, donors and others stakeholders to identify and strengthen support for project activities and avoid duplication

    Person Specification

    Requirements:

  • Degree in Gender/ Women Studies, Social Work, Public Health; or BS degree in nursing, midwifery or other health fields is preferred or related field.
  • Knowledge of clinical care for sexual assault survivor’s required 3-5 years program management experience in the field of gender-based violence working with conflict-affected populations, host communities or in urban settings.
  • Understanding of international standards and guidance around GBV in humanitarian settings.
  • Excellent English writing skills required and knowledge of luo is desirable.
  • Belief that GBV is a human rights violation and drive to constantly seek creative methods to develop an environment where women and girls can thrive.
  • Demonstrated ability to work with, train and develop training resource packages forlocal stakeholders such as local authorities, health service providers and NGOs.
  • Demonstrated experience with all aspects of project management.
  • Demonstrated experience recruiting and managing consultants.
  • Competency in writing progress and donor reports.
